O Programa de Garantia de Preços para Agricultura Familiar (PGPAF) vai garantir bônus para cinco produtos oriundos de estados das regiões Norte e Nordeste do país neste mês de novembro e que não constavam na lista de outubro. São eles o abacaxi (SE), a banana (PB e PE), a castanha de caju (PE), o feijão caupi (TO e MA) e a manga (BA).
A lista dos produtos e o cálculo dos bônus são feitos pela Companhia Nacional de Abastecimento (Conab), com base nos preços recebidos pelos produtores em outubro, com validade para o período de 10 de novembro a 9 de dezembro próximo, conforme portaria divulgada nesta quarta-feira (10), no Diário Oficial da União.
Dentre os produtos incluídos neste mês, a manga da Bahia garante o maior bônus, de 57,85%, para um preço médio de mercado de R$ 0,51 o quilo. Já os agricultores de feijão caupi em Tocantins vão receber o menor índice da lista de bônus de garantia, sendo 0,83% com base num valor médio de mercado respectivo de R$ 196,29 pela comercialização da saca de 60 quilos. Os demais produtos da lista – abacaxi (SE), banana (PB e PE), castanha de caju (PE) e feijão caupi (MA) – recebem bônus de 1,61%, 14,61%, 24%, 24,43% e 1,96%, respectivamente.
Continuam na lista com direito a bônus neste mês: açaí (AC), banana (AL), borracha natural (MA), cacau cultivado (AM), cará/inhame (AM e ES), castanha de caju (PI), cebola (SP), laranja (PA) e maracujá (CE). No caso dos produtos que deixarão de receber, estão: laranja (RS), maracujá (AL e BA), tomate (PI e SE), juta/malva embonecada (AM) e raiz de mandioca (PB).
A Conab indica quais produtos da lista devem ser incluídos e excluídos no programa, com base na variação das cotações praticadas no mercado na comparação com o preço de referência. O clima e a época do ano são os principais responsáveis por essa variação, na ocorrência de elevação ou queda das safras. A concorrência de produtos de outros estados pode também contribuir para a variação de preços.
O PGPAF oferece uma bonificação ao agricultor que teve o seu cultivo com preços abaixo do valor de garantia oferecido pelo programa. A publicação da portaria com os valores do bônus mensal é realizada pelo Ministério da Agricultura, Pecuária e Abastecimento (Mapa), que repassa recursos aos agentes financeiros para que estes concedam o desconto aos produtores nos financiamentos do Pronaf de forma automática, sem necessidade de solicitação.
