POR GABRIELA OLIVEIRA (reportagem@jornaldosudoeste.com)
Avaliar a situação da Assistência Social e propor novas diretrizes para seu aprimoramento, com ênfase nos avanços do Sistema Único de Assistência Social (Suas), foi o objetivo central da 10ª Conferência Municipal de Assistência Social realizada em Belo Campo no último dia 10. Promovida pela Prefeitura Municipal, por meio da Secretaria Municipal de Assistência Social, em parceria com o Conselho Municipal de Assistência Social, a Conferência teve como tema “20 Anos do Suas: Construção, Proteção Social e Resistência”. A iniciativa buscou promover uma reflexão ampla sobre os progressos, desafios e perspectivas do Sistema, que em 2025 completa duas décadas de atuação em todo o país. O evento reuniu representantes do poder público, profissionais da área, usuários do Sistema e membros da sociedade civil interessados em fortalecer as políticas públicas municipais.
A abertura oficial foi marcada por uma apresentação cultural realizada por crianças e adolescentes da Oficina de Karatê, promovida pelo Serviço de Convivência e Fortalecimento de Vínculos (SCFV), vinculado ao Centro de Referência em Assistência Social da Secretaria Municipal de Assistência Social.
Após a apresentação, foi realizada a palestra magna, conduzida por Jaimilton Fernandes Santos, Coordenador Estadual do Programa Bolsa Família, vinculado à Secretaria de Estado de Assistência e Desenvolvimento Social da Bahia. Ele abordou reflexões sobre os 20 anos do Suas, destacando seus avanços, os desafios enfrentados e as perspectivas futuras.
Após a palestra, os participantes do evento foram divididos em Grupos de Trabalho para discutir os cinco eixos temáticos propostos:
- Universalização do Sistema Único de Assistência Social: Garantia de acesso integral, com foco na equidade e no respeito às diversidades;
- Aperfeiçoamento Contínuo do Sistema Único de Assistência Social: Promoção de inovação, gestão descentralizada e valorização dos profissionais;
- Integração de Benefícios e Serviços Socioassistenciais: Fortalecimento da proteção social e da inclusão social;
- Gestão Democrática e Comunicação Transparente: Incentivo à participação social e ao diálogo aberto;
- Sustentabilidade Financeira e Equidade no Cofinanciamento do SUAS: Garantia de recursos sustentáveis e justos para o sistema.
Ao término dos debates, as propostas elaboradas nos Grupos de Trabalho foram apresentadas à Plenária, sendo posteriormente aprovadas. Também foram eleitos os Delegados que representarão o município na Etapa Estadual da Conferência.
Segundo a secretária municipal de Assistência Social, Elizângela Ruas Oliveira, o evento se destacou como um espaço de escuta qualificada e diálogo entre população, profissionais da área, gestores e, sobretudo, os usuários do Sistema Único de Assistência Social (SUAS).
“O principal objetivo da Conferência foi abrir espaço para que diferentes vozes fossem ouvidas e, juntas, pensássemos nos avanços, nos desafios e no que ainda precisa ser aprimorado na política de Assistência Social do nosso município,” destacou Elizângela. A secretária prosseguiu ressaltando que mais do que um evento, a Conferência Municipal de Assistência Social revelou-se um instrumento de fortalecimento da democracia, onde as propostas nascem do contato direto com a realidade vivida pelas pessoas.
A gestora também enfatizou o papel fundamental da participação popular na eficácia das políticas públicas: “Quando escutamos quem enfrenta diariamente as dificuldades e valorizamos essa escuta, criamos ações mais humanas, justas e realmente transformadoras. A Conferência também nos ajuda a identificar os pontos fortes da Rede de Proteção e o que precisa ser reestruturado”, pontuou.
Para ela, envolver-se nesse processo é um exercício de cidadania e compromisso com os direitos de todos, especialmente dos mais vulneráveis: “Esse é um passo essencial para construir uma Assistência Social mais equitativa, respeitosa e conectada às necessidades reais da população”, concluiu.
