Os pequenos negócios representam 40,8% dos exportadores nacionais, segundo estudo realizado pelo Ministério da Indústria, Comércio e Serviços (MDIC) em parceria com o Serviço de Apoio às Micro e Pequenas Empresas (Sebrae). O levantamento mostra que 11,4 mil microempreendedores individuais (MEIs) e micro e pequenas empresas exportaram juntos US$ 3,2 bilhões em 2022.
De acordo com a Balança Comercial Brasileira, no ano passado, o Brasil somou US$ 335 bilhões em exportações e importou US$ 272,7 bilhões, registrando um superávit de US$ 62,3 bilhões. Para o analista de competitividade do Sebrae, Gustavo Reis, apesar dos números positivos relacionados aos pequenos negócios no comércio exterior, a participação ainda está abaixo do potencial do segmento. Ele acredita que existe uma necessidade de agregar mais valor às exportações.
“Então existe uma necessidade ainda de melhorar essa performance, é um desafio de médio/longo prazo, mas que o Sebrae, junto com outros parceiros, vem desenvolvendo para que a cultura exportadora faça parte do cotidiano do empresariado brasileiro”, explica.
Gustavo Reis elenca uma série de desafios que o Brasil deve enfrentar para inserir mais microempreendedores individuais e micro e pequenas empresas no comércio internacional. Para o analista, é preciso criar regras de fácil entendimento e que não atrapalhem a competitividade empresarial; legislações capazes de alcançar empresas de todos os portes; financiamentos para tornar o produto ou serviço mais competitivo no mercado internacional; e baratear a logística de transporte.
Já para o pequeno negócio, Reis aponta a maneira de posicionar e apresentar o produto ou serviço ao mercado como o principal desafio para o exportador, uma vez que a concorrência é ainda maior.
”Vai ser super importante comunicar de forma adequada ao seu cliente, ao seu mercado, achar bons parceiros comerciais, identificar melhores pontos de venda e melhores estratégias de inserção neste mercado internacional. Então os desafios são vários, mas isso não quer dizer que sejam impossíveis. Existem processos manuais, formas de conseguir acessar essas informações para que esse processo seja feito de forma sustentável”, destaca.
De acordo com o MDIC, os pequenos negócios exportadores cresceram 76,2% de 2008 a 2022. No mesmo período, o valor exportado apresentou crescimento de 161,4%.
Segundo o Sebrae, as micro e pequenas empresas são responsáveis por 30% do Produto Interno Bruto do país. Além disso, o setor gerou 72% dos empregos criados no primeiro semestre de 2022 e representam 99% das empresas do Brasil.
Como empreender no exterior
Para os empreendedores que desejam ampliar o alcance de seus negócios aos mercados internacionais, o Sebrae recomenda inserir o mercado internacional no planejamento estratégico da empresa; avaliar a capacidade de exportação do negócio; escolher os bens e serviços mais competitivos, que têm mais condições de enfrentar o mercado internacional.
Além disso, conforme o Sebrae, é importante selecionar o mercado onde o empreendimento tem condições de ser mais competitivo e identificar qual é a melhor maneira de entrar no mercado de interesse, seja por meio de uma representação, uma filial, uma parceria comercial.
O deputado federal Domingos Sávio (PL-MG), que participa da Frente Parlamentar Mista do Empreendedorismo, defende a importância de o país ampliar sua capacidade de exportação.
