Guerra na Ucrânia e inflação estão entre os temas do encontro

O presidente Luiz Inácio Lula da Silva embarcou, nesta quarta-feira (17), para uma viagem ao Japão, onde participa do segmento de engajamento externo da Cúpula do G7, reunião de líderes das sete maiores economias do mundo: Estados Unidos, Japão, Alemanha, Reino Unido, França, Itália e Canadá. O evento ocorre nos dias 20 e 21, em Hiroshima, e a presença de Lula é a convite do primeiro-ministro japonês, Fumio Kishida.
Na manhã desta quarta-feira Lula transmitiu o cargo ao vice-presidente Geraldo Alckmin, que o acompanhou até a Base Aérea de Brasília.
Essa é a sétima vez que Lula participa da Cúpula do G7. As seis primeiras ocorreram nos dois primeiros mandatos, entre os anos de 2003 e 2009. E, desde então, o Brasil não comparecia a um encontro do grupo.
Na semana passada, antecedendo o encontro de líderes, ocorreu a reunião de ministros de Finanças e presidentes de bancos centrais do G7, também no Japão. O ministro da Fazenda, Fernando Haddad, esteve no evento como convidado ao lado de representantes de outros países emergentes. Foi a primeira vez que um ministro da Fazenda brasileiro participou desse encontro.
Para o governo, os convites marcam a retomada do engajamento do Brasil com o G7 e o posicionamento do país em assuntos internacionais.
Temas prioritários
Os principais temas a serem abordados na cúpula serão segurança alimentar, os problemas causados pela inflação e o alto endividamento das nações em desenvolvimento, ações de combate às mudanças climáticas, fortalecimento do sistema mundial de saúde e a guerra na Ucrânia.
Esse último tema é prioritário para o presidente brasileiro, que tenta organizar um grupo de países neutros para negociar um acordo de paz. O governo brasileiro trabalha para que a declaração final do G7 reflita a visão do Brasil a respeito dessa guerra e acredita que deve haver um consenso em relação à segurança alimentar.
“Como é uma declaração sobre segurança alimentar e há efeitos do conflito na Ucrânia sobre acesso a alimentos, uma referência inicial deverá ser feita ao conflito na Ucrânia. E, naturalmente, o governo brasileiro negocia essa linguagem, para que seja compatível com a linguagem que o Brasil tem usado sobre o tema, inclusive tem defendido na negociação de resoluções em diversas instâncias internacionais, como a própria ONU”, disse o secretário de Assuntos Econômicos e Financeiros do Ministério das Relações Exteriores, embaixador Mauricio Lyrio, em briefing sobre a viagem de Lula na segunda-feira (15).
O desenvolvimento sustentável e a situação da economia de países em desenvolvimento também está na pauta do presidente brasileiro. Na semana passada, o ministro da Fazenda, Fernando Haddad, adiantou que a crise econômica na Argentina será uma dos temas levantados por Lula no âmbito do G7. Para o presidente, é preciso fazer com que o Fundo Monetário Internacional (FMI) “tire a faca do pescoço da Argentina”.
Maiores parceiros comerciais do Brasil na América do Sul, os argentinos enfrentam uma nova crise na economia, com desvalorização do peso – a moeda local –, perda do poder de compra e altos índices inflacionários. Em março, a inflação no país vizinho chegou a 104% ao ano. Uma seca histórica também está afetando as safras de grãos da Argentina, aprofundando a crise econômica e colocando em risco as metas acordadas pelo país com o FMI no pagamento das dívidas.

Em Hiroshima, Lula participará de três reuniões temáticas e terá encontros bilaterais com, pelo menos, três chefes de Estado e de governo. Na sexta-feira (19), estão previstos encontros com o premiê japonês, Fumio Kishida; o primeiro-ministro da Índia, Narendra Modi; e com o presidente da Indonésia, Joko Widodo. Outros governos também manifestaram interesse para reuniões com o brasileiro e a confirmação depende da conciliação de agendas.
No sábado (20), Lula participa da primeira reunião temática de debates prevista na agenda. Na pauta estão os principais desafios contemporâneos, como segurança alimentar, saúde, gênero e democracia. Depois, na segunda reunião, o debate será sobre os desafios nas áreas ambiental, enfrentamento das mudanças climáticas e transição energética.
Já no domingo (21), está prevista uma visita dos chefes de Estado e de governo ao Memorial da Paz de Hiroshima. E ainda ocorre a última reunião temática da cúpula, que tratará sobre paz, prosperidade e desenvolvimento.
