Sinto-me à vontade, encorajado mesmo pelos trabalhos que realizamos, para apresentar à criteriosa análise do vibrante “Jornal do Sudoeste” a nossa “atuação nas diversas áreas”, visando ao “engrandecimento do município”, que comemora 138 anos de emancipação política. Viva Brumado!
Eis o resultado da ação conjunta da corrente política liderada por meus queridos e inesquecíveis, pai Guilherme Rizério Leite e tio Wenceslau Rizério de Carvalho (Presidente da Câmara de Vereadores em diversas legislaturas), com o decisivo apoio dos vereadores Libânio MIlhazes, Antônio Machado (Corró), José Meira de Oliveira, Catulino Souza, Albertino Barrêto, Alcebino Machado, Odetino Meira, Dailton Santana e Mário Martins, dentre outras expressivas lideranças:
1. Agência do Banco do Brasil, reivindicação do vereador Antônio Machado (Dep. Edvaldo Flores);
2. Região de Trânsito, para licenciamento de veículos (Dep. Aloysio Short – governo Juracy Magalhães);
3. Curso Pedagógico Dr. Pompílio Leite (Dep. Aloysio Short – governo Juracy Magalhães), posteriormente incorporado ao Colégio Estadual de Brumado;
4. Criação e construção da sede da Merenda Escolar, inaugurada pelo Gen. José Sombra (Dep. ACM);
5. Ação decisiva junto ao gov. Juracy Magalhães (compadre de meu pai Guilherme Rizério Leite), para construção da estrada Brumado – Livramento, com a variante para o nosso distrito de Itaquaraí;
6. Criação de dezenas de escolas estaduais na cidade, distritos e povoados (Dep. Aloysio Short – governo Juracy Magalhães).
Agora, as ações lideradas por JAIR COTRIM RIZÉRIO, com o valoroso apoio do querido e saudoso irmão Nélio Cotrim Rizério:
1. Salário-mínimo, a partir de 1964, da 1ª Sub-região, igual a Salvador e superior a grandes municípios do estado, por indicação do Dep. Fernando Santana; passou de 11 para 33 mil cruzeiros, com aumento de 200%! O preço dessa grande ajuda aos trabalhadores foi o nosso indiciamento em IPM, por denúncia dos magnatas. Esse embrulho, mal conduzido, e apesar de compromisso espúrio para a nossa prisão preventiva, foi arquivado pela respeitável Auditoria de Guerra da VIª Região Militar;
2. Criação do “Sindicato dos Trabalhadores na Indústria da Extração de Minerais não Metálicos de Brumado”, reconhecido pelo MT em 29/12/1976, com apoio entusiástico também do saudoso Vereador Antônio Machado (Corró). Em reconhecimento, recebi a honrosa e cativante homenagem do “Diploma de Honra ao Mérito – Fundador, datado de 31/7/1977, em eleição direta pelos associados, realizada em 26/6/1977”.
3. E, com o decisivo apoio de nossa corrente política, fui eleito:
1. Conselheiro da Fundação Educacional de Brumado, que doou ao Estado o prédio do antigo Ginásio Industrial, sob condição de instalação do Colégio Estadual de Brumado;
2. Conselheiro da Fundação Hospitalar de Brumado, que iniciou a construção do atual Hospital Prof. Magalhães Neto, denominação por mim proposta e aprovada pela Diretoria.
Outrossim, à frente companheiros idealistas, dentre eles o meu irmão Nélio, fomos sócios fundadores da “União Operária Brumadense”, entidade de cunho recreativo e cultural.

Finalmente, em 1969, no exercício de minhas funções fiscalizadoras estaduais, verificando o incalculável prejuízo da Bahia e de Brumado, com as saídas de matéria-prima aqui produzida e empregada na fabricação de tijolos refratários em outro estado, onde o ICM era totalmente recolhido, decidi, com base em fundamentos técnicos, de transformação da substância mineral em matéria-prima após a calcinação, decidi, repito, lavrar o competente processo fiscal para salvaguarda dos interesses do nosso estado e município. Essa ação foi julgada procedente em 1ª e 2ª Instâncias Administrativas. Fato que despertou a União para alterar a base de cálculo do antigo I.U.M. (Imposto Único sobre Minerais), em vez do ridículo valor de pauta do minério em bruto, passou a adotar-se o valor comercial da substância calcinada, cuja alíquota de 15% aí incidente ensejaria uma arrecadação com a seguinte distribuição: 70% (= 10,5% da alíquota) para o estado; 20% (= 3% da alíquota) para o município e 10% (=1,5% da alíquota) para a União. Melhor ainda que o ICM da época, de 11% nas saídas interestaduais, com 80% para o estado (= 8,8%) e 20% para o município (= 2,2%). Resultado: estado 10,5%, em vez de 8.8% (+ 1,7%) e município 3%, em vez de 2,2% (+ 0,8%).
Todavia, com a Constituição da República de 1988, substâncias minerais em bruto e matérias-primas daí originadas têm a incidência do atual ICMS, que, com saídas interestaduais oneradas em 11%, resulta na seguinte distribuição do montante arrecadado: 75% para o estado (= 8,25%) e 25% para os municípios (= 2,75%).
Por tudo isso, pois Brumado tem posição de destaque na divisão da arrecadação do ICMS pelo Estado.
FATO HISTÓRICO: até aquela data – 1969 -, segundo a Administração Fazendária de então, foi o maior Auto de Infração lavrado no país, relativamente ao antigo ICM!
