A Bahia ocupa a 11ª posição no ranking nacional de crianças de até cinco anos registradas em Cartório, segundo dados do Censo 2022 do IBGE. No entanto, quando o foco é o percentual de ausência ou atraso no Registro Civil – conhecido como sub-Registro – o Estado se destaca positivamente, ocupando o 4º lugar no país e liderando entre os Estados do Nordeste, com índice de apenas 0,58%, abaixo da média nacional de 1,05%.
Os dados foram apresentados na quarta-feira (20), em Salvador, durante o III Encontro Estadual de Mobilização para a Erradicação do Sub-Registro de Nascimento. O evento, promovido pela Secretaria de Estado de Justiça e Direitos Humanos da Bahia reuniu mais de 350 participantes, entre presenciais e virtuais, e discutiu estratégias para ampliar o acesso à documentação básica e fortalecer o exercício da cidadania.
Avanços e metas – De 2010 a 2022, a Bahia avançou significativamente na cobertura de Registros Civis, passando de 98,31% para 99,50%, o que representa mais de 1 milhão de crianças registradas. Salvador figura entre as capitais com melhor desempenho, com 99,6% de cobertura, enquanto 21 municípios baianos atingiram 100% de Registros em Cartório.
Apesar dos avanços, dez municípios ainda apresentam os maiores índices de sub-Registro no Estado: Aratuípe, Mata de São João, Aurelino Leal, Cairu, Gongogi, Itarantim, Nova Canaã, Mascote, Ipupiara e Muquém de São Francisco.
Mobilização estadual – Durante o encontro, o Chefe de Gabinete da Secretaria de Estado de Justiça e Direitos Humanos da Bahia, Raimundo José Pedreira do Nascimento, destacou o compromisso do Governo baiano com a erradicação do sub-Registro:

“Esse momento é um esforço do Estado da Bahia para contribuir com o processo de mobilização nacional. As Secretarias, os Órgãos do Sistema de Justiça e a sociedade civil têm atuado para superar esse problema que ainda aflige a população brasileira”, ressalta.
A iniciativa integra o Plano Social de Registro Civil de Nascimento e Documentação Civil Básica, coordenado pela Secretaria de Estado de Justiça e Direitos Humanos da Bahia e pelo Comitê Gestor Estadual (CRCN/BA), criado em 2009. A meta é zerar os indicadores de sub-Registro até 2025, por meio de ações como a Caravana de Direitos Humanos, que já emitiu 821 Certidões de Nascimento e 1.324 Carteiras de Identidade Nacional (CNI).
Documentação e cidadania – O Registro Civil é essencial para garantir o acesso a direitos básicos e documentos como Cadastro de Pessoa Física do Ministério da Fazenda (CPF/MF), Título de Eleitor, PIS/Pasep e benefícios sociais. Segundo o Instituto de Identificação Pedro Mello (IIPM), mais de 1,3 milhão de novas Carteiras de Identidade Nacional foram emitidas na Bahia até julho de 2025.
O Perito Técnico do Instituto de Identificação Pedro Mello, Antônio de Almeida Sande, reforçou a importância do Registro: “O Registro de Nascimento é o primeiro documento para o cidadão exercer sua cidadania. Temos um Banco de Dados com mais de 15 milhões de habitantes e oferecemos serviços para localizar Registros e facilitar o acesso à documentação”.
Capacitação e inclusão – Mais de 1.300 profissionais de 13 Estados e 246 municípios participaram da capacitação promovida pela Secretaria de Estado de Justiça e Direitos Humanos da Bahia, que abordou temas como Registro tardio, acesso à documentação pela população LGBTQIAPN+ (Lésbicas, Gays, Bi, Trans, Queer/Questionando, Intersexo, Assexuais/Arromânticas/Agênero, Pan/Poli, Não-Binárias e Mais), parentalidade, e a relação entre Cartórios e Maternidades.
A Coordenadora do Comitê, Maria Fernanda Cruz, reforçou que o Registro Civil é a porta de entrada para a cidadania: “Ele viabiliza o acesso a uma cadeia documental que garante direitos e políticas públicas. É a formalidade existencial que conecta o cidadão ao Estado”, pontuou.
