A Bahia formalizou sua participação no Pacto Nacional de Prevenção aos Feminicídios, iniciativa do Governo Federal coordenada pelo Ministério das Mulheres em parceria com a ONU Mulheres. O acordo prevê a implementação de ações intersetoriais voltadas à prevenção de todas as formas de violência, discriminação e misoginia contra mulheres e meninas.
Instituído pelo Decreto nº 11.640/2023, o Pacto Nacional de Prevenção aos Feminicídios tem como principais objetivos o fortalecimento das redes de proteção, a responsabilização dos agressores e a articulação de políticas públicas transversais nas áreas de Saúde, Educação, Assistência Social, Justiça e Segurança Pública. Com orçamento previsto de R$ 2,5 bilhões, a iniciativa já conta com a adesão de 20 Estados e do Distrito Federal.
Na Bahia, a adesão se concretiza por meio do Comitê Permanente Interinstitucional de Prevenção à Violência e Enfrentamento ao Feminicídio, composto por 13 Secretarias de Estado e representantes do Sistema de Justiça, como o Tribunal de Justiça, o Ministério Público e a Defensoria Pública. O Comitê é responsável pela elaboração do Plano Estadual de Enfrentamento à Violência contra as Mulheres, atualmente em fase de construção, com mais de 200 páginas de propostas e diretrizes.
A secretária de Estado de Políticas para as Mulheres da Bahia, Neusa Cadore, destacou o caráter histórico da adesão. “Trata-se de um compromisso coletivo do Governo da Bahia com a vida, a segurança e a dignidade das mulheres. É um passo fundamental para fortalecer a rede de proteção e transformar esse esforço em políticas públicas efetivas”, afirmou.
Camilla Lima Batista, titular da Superintendência de Prevenção e Enfrentamento à Violência contra a Mulher da Secretaria de Estado de Políticas para as Mulheres da Bahia, reforçou o caráter colaborativo do Plano. “Estamos ampliando a visão para políticas transversais. É uma construção coletiva e de longo prazo, que envolve diversos órgãos do Estado e a sociedade civil”, disse.
O Pacto está estruturado em três eixos de atuação:
- Prevenção Primária: voltada à promoção de mudanças culturais e educacionais que eliminem estereótipos e fortaleçam a igualdade de gênero, em articulação com áreas como Educação, Saúde, Cultura, Esporte, Comunicação, Justiça e Segurança Pública.
- Prevenção Secundária: foca na intervenção precoce por meio das redes de atendimento, com uso de ferramentas de identificação e gestão de risco para proteger as vítimas e responsabilizar os agressores.
- Prevenção Terciária: busca reparar os danos causados pela violência, ampliando o acesso a direitos e políticas públicas nas áreas de Saúde, Justiça, Segurança, Trabalho, Educação e Habitação, além de medidas específicas de reparação.
A adesão da Bahia ao Pacto Nacional de Prevenção aos Feminicídios representa um avanço significativo na construção de uma política pública integrada e eficaz de enfrentamento à violência de gênero.
