O Brasil foi reconhecido pelo Departamento de Agricultura dos Estados Unidos (USDA) como o maior exportador de carne bovina do mundo em 2025. A conquista reflete o fortalecimento contínuo do sistema nacional de defesa agropecuária, conduzido pelo Ministério da Agricultura e Pecuária (Mapa), que investiu em:
- prevenção estratégica
- vigilância sanitária; e
- ampliação da força de trabalho.
O marco ocorre após o reconhecimento internacional do país como livre de febre aftosa sem vacinação, certificado pela Organização Mundial de Saúde Animal (OMSA). Para o ministro Carlos Fávaro, “a força desse sistema permite conquistas históricas. Ser reconhecido pelo USDA como o maior produtor mundial de carne bovina é um orgulho brasileiro”.
Os resultados refletem a adoção de medidas estruturantes que elevam o nível de segurança sanitária da produção agropecuária, ampliam o acesso a mercados internacionais e fortalecem a confiança do Brasil junto a parceiros comerciais mais exigentes.
Medidas
Entre as principais iniciativas está a criação do Banco Brasileiro de Antígenos da Febre Aftosa, medida que fortalece a capacidade de resposta rápida a eventuais emergências sanitárias. O repositório assegura a disponibilidade imediata de antígenos para a produção de vacinas, caso necessário, em consonância com as práticas internacionais recomendadas pela OMSA.
Além da prevenção, o Mapa avançou no reforço das ações de fiscalização e inspeção sanitária. Portarias publicadas no Diário Oficial credenciaram as primeiras empresas para apoiar atividades de inspeção ante mortem e post mortem em animais destinados ao abate. Os serviços serão executados por médicos-veterinários contratados, sob supervisão de auditores fiscais federais agropecuários (AFFAs), sem alteração das competências legais do Serviço de Inspeção Federal (SIF).
Paralelamente, o Ministério promove a convocação de novos servidores aprovados em concurso público, para fortalecer a presença do Estado em ações de vigilância e controle sanitário em todo o país.
“Isso mostra a robustez do sistema, mostra que o Brasil está preparado, porque as crises sanitárias são cada vez mais recorrentes”, ressaltou Fávaro.
Banco Brasileiro de Antígenos da Febre Aftosa
A implantação do Banco Brasileiro de Antígenos da Febre Aftosa representa um avanço estratégico na biossegurança e na proteção da pecuária nacional. O repositório segue recomendações da OMSA e conta com parcerias do Instituto de Tecnologia do Paraná (Tecpar) e da empresa argentina Biogénesis Bagó.
“Estamos fazendo a nossa parte ao investir no banco de antígenos. É um investimento que garante a continuidade de um processo extraordinário que o Brasil conseguiu alcançar”, afirmou o ministro Carlos Fávaro.
Segundo o presidente do Tecpar, Eduardo Marafon, “a criação do banco brasileiro de antígenos evidencia a nossa marca de prevenção, precaução e atenção permanente à agropecuária brasileira. O modelo adotado é moderno e eficiente, ao garantir a manutenção de um estoque estratégico de antígenos”.
Com investimento de R$ 48 milhões, a iniciativa prevê a produção de até 10 milhões de doses, capazes de viabilizar de imediato a fabricação de vacinas em situações emergenciais e assegurar a distribuição ágil conforme demanda do Mapa. “Este é um sonho que sonhamos há muito tempo, cuidadosamente planejado e agora executado”, destacou o secretário de Defesa Agropecuária, Carlos Goulart.
Os antígenos produzidos serão submetidos a rigorosos testes de controle de qualidade, sob supervisão do Governo Federal, a fim de assegurar eficácia, segurança e confiabilidade do material armazenado.
