Impulsionando debates sobre governança global inclusiva, inteligência artificial e financiamento para combater as mudanças do clima, entre outros, o Brasil assume a presidência do BRICS, a partir desta quarta-feira, 1º de janeiro de 2025. O agrupamento formado por Brasil, Rússia, Índia, China e África do Sul, bem como por outros membros recém-admitidos – Arábia Saudita, Egito, Emirados Árabes Unidos, Etiópia e Irã – representa um dos principais foros de articulação político-diplomática dos países do Sul Global, com foco na cooperação em diversas áreas.
Sob o lema “Fortalecendo a Cooperação do Sul Global por uma Governança mais Inclusiva e Sustentável”, a presidência brasileira vai atuar em dois eixos principais: Cooperação do Sul Global e a Reforma da Governança Global.
As agendas estão refletidas em cinco prioridades:
1) facilitação do comércio e investimentos entre os países do agrupamento, por meio do desenvolvimento de meios de pagamento;
2) promoção da governança inclusiva e responsável da Inteligência Artificial para o desenvolvimento;
3) aprimoramento das estruturas de financiamento para enfrentar as mudanças climáticas, em diálogo com a COP 30 (Conferência das Nações Unidas sobre as Mudanças Climáticas de 2025);
4) estímulo aos projetos de cooperação entre países do Sul Global, com foco em saúde pública; e
5) fortalecimento institucional do BRICS.
“Se você quer construir um mundo melhor, um mundo sustentável, o BRICS tem que ser parte dessa construção. E é importante que haja um entendimento entre esses países, porque esse entendimento ajuda você a alcançar um entendimento mais amplo [com outros países]”, disse o embaixador Eduardo Saboia, sherpa do Brasil no BRICS, responsável pelas articulações entre os países, em entrevista à Agência Brasil.
Está entre os objetivos do foro fortalecer a cooperação econômica, política e social entre os membros e o aumento da influência dos países do Sul Global na governança internacional, bem como impulsionar o desenvolvimento socioeconômico sustentável e promover a inclusão social nessas nações. “Você tem esses países que são muito diferentes e com sistemas políticos diferentes, cada um com seus desafios, se entendendo e eles se reúnem todo ano, isso é bom para todo mundo, porque dali saem soluções para a população”, salientou o embaixador Saboia.
AGENDA DE DEBATES EXTENSA – Como país anfitrião, o Brasil é responsável por organizar e coordenar as reuniões dos grupos de trabalho que compõem o agrupamento e reúnem representantes dos países membros para debater as prioridades da presidência de turno. Para isso, há mais de 100 reuniões previstas para acontecer entre fevereiro e julho deste ano, em Brasília. Já a Cúpula do BRICS, espaço de deliberação entre chefes de Estado e Governo, está programada inicialmente para julho, no Rio de Janeiro. A duração do mandato brasileiro é de um ano e se encerra em 31 de dezembro de 2025.
PRESIDÊNCIA DE TURNO – A troca de comando, que ocorre de forma rotativa entre os membros do BRICS, segue a ordem do acrônimo. Com a recente adesão de novos membros, o agrupamento deve discutir uma nova fórmula de rotatividade.
