Na quarta-feira, 7 de maio, marcou um dia simbólico de reflexão e memória, exatamente um dia após completar 61 anos que o então prefeito José Pedral Sampaio, filiado ao PSB , foi vítima de uma arbitrariedade perpetrada pelo Regime Militar implantado no País trinta e sete dias antes. Na sombria manhã do 6 de maio de 1964, a Câmara Municipal foi obrigada por militares a realizar uma sessão extraordinária e cassar o mandato do prefeito, que juntamente com outras figuras políticas e representantes de segmentos organizados da sociedade foram presos sem uma acusação formal, apenas por serem considerados “comunistas” e “inimigos do Regime”, pelos militares que tomaram o poder. Sessenta e um anos depois, com argumentos que extrapolam a razão e apenas servem para reforçar o desconhecimento da história e uma ideologia que serve apenas para alimentar a polarização política que divide o País, a Câmara Municipal de Vitória da Conquista, agora de forma livre e soberana e dentro dos limites que somente a democracia permite, rejeitou o Projeto de Lei º 38/2025, de autoria da vereadora Márcia Viviane Araújo Sampaio (PT), que pretendia instituir em Vitória da Conquista o Dia Municipal da Democracia.
Na justificativa da proposta, vereadores da bancada de oposição que defenderam a aprovação do Projeto, argumentaram que instituir a data serviria para reafirmar os princípios democráticos que fazem parte da cultura dos conquistenses, além de contribuir para que ações educativas e debates pudessem ser, anualmente, promovidos para reforçar a importância das Instituições e da participação cidadã na vida da cidade, do Estado e do País, que são prerrogativas do Estado Democrático de Direito.

“O objetivo (do Projeto) é reafirmar o compromisso da sociedade conquistense com os princípios democráticos, a soberania popular, o respeito às Instituições e a defesa do Estado Democrático de Direito”, discursou o vereador Alexandre – Xandó – Garcia Araújo (PT), em defesa da aprovação da proposta, destacando que a escolha do dia para a celebração, 8 de janeiro, tinha um simbolismo, pois remetia à data que manifestantes que defendiam uma intervenção militar” – ou seja, a ruptura das Instituições – invadiram e depredaram as sedes dos Três Poderes em Brasília, com o claro objetivo de promover o caos e obrigar as Forças Armadas a intervir e tomar o poder em nome da “Garantia da Lei e da Ordem”.
O vereador insistiu, ainda, em tentar desmontar a tese de que a medida tinha caráter ideológico pontual, mas um sentido mais amplo, de reforçar a importância de lembrar, valorizar e preservar direitos democráticos, além de destacar a necessidade de promover discussões que fortalecem a memória histórica e a conscientização cidadã sobre os períodos sombrios da história. “Aqui não se trata de um embate entre direita e esquerda”, refletiu o vereador petista, destacando sua convicção de que muitos parlamentares que não votaram e não se identificam com o presidente da República, Luiz Inácio Lula da Silva, também desaprovam os atos ocorridos em 8 de janeiro de 2023. Ele finalizou enfatizando que, se não estivéssemos em uma democracia, sequer teria a liberdade de se pronunciar na tribuna da Câmara Municipal.
Também na defesa da aprovação da proposta, o vereador Antônio Ricardo – Babão – Pereira dos Santos (PCdoB), ressaltou que o projeto aborda princípios democráticos, não questões partidárias, lembrando, como exemplo, que o PT de Vitória da Conquista elegeu (em 2024) três vereadores, teve candidato à Chefia do Executivo, “mas foi a prefeita Sheila (Ana Sheila Lemos Andrade, do UB) quem venceu a eleição, de forma democrática, sendo a mais votada de todos os tempos”. E para justificar seu posicionamento em favor da proposta, inclusive a escolha da data, que remete ao dia em que adversários do presidente da República, Luiz Inácio Lula da Silva, também eleito democraticamente, questionando os opositores da Proposta se também seria o caso, de petistas e aliados invadir e destruir a Prefeitura Municipal para impedir a posse ou que a prefeita eleita pudesse cumprir o mandato. Prosseguiu afirmando que “a democracia garantiu a posse da prefeita em Vitória da Conquista e que ela está governando e fazendo um trabalho elogiável, mas ponderou que, “quando houver erros, devemos criticar e buscar alternativas”, o que, segundo ele, reforça a democracia que deve ser preservada. E concluiu criticando os opositores da proposta ressaltando que não pode e não será aceito é “que transformem o debate em palanque político e para defesa do indefensável”.

Contraditando os defensores da Proposta, parlamentares da base de sustentação do Governo Ana Sheila Lemos Andrade (UB) e os que se autointitulam de Direta e Conservadores, alinhados com a liderança do ex-presidente Jair Messias Bolsonaro (PL), criticaram e minimizaram o Projeto, engrossando o coro dos que criticam a atuação do Supremo Tribunal Federal, personalizado pelo ministro Alexandre de Moraes, que em nome dessa suposta “democracia que a esquerda defende” estaria cometendo abusos, mantendo “senhoras aposentadas presas, sendo torturadas”, como enfatizou o vereador Nelson – de Vivi – Vieira Santos (PSDB).
Outro que subiu o tom ao criticar a proposta de criação do Dia Municipal da Democracia foi o vereador o vereador Antoniel – Natan da Carroceria – Alves da Silva (Avante). Para ele, a proposta não passava de “cortina de fumaça” da esquerda para criar narrativas. O vereador do Avante repercutiu a ausência da vereadora petista autora da proposta (Márcia Viviane) na sessão, aproveitando para destacar que o Projeto que, em sua opinião, “misturava política com interesses pessoais”, sem, no entanto, avançar na justificativa da observação feita.
Submetido ao Plenário, o Projeto não conseguiu votos suficiente para ser aprovado e foi arquivado.

Reafirmando sua convicção que a preservação da democracia é um compromisso permanente, que exige o engajamento efetivo dos cidadãos e das Instituições, a vereadora Márcia Viviane de Araújo Sampaio (PT), usou suas redes sociais para lamentar o resultado da votação e o arquivamento da proposta de criação do Dia Municipal da Democracia, mas se absteve de justificar a ausência na Sessão.
A vereadora petista apontou que a proposta tinha um objetivo tinha um propósito definido: estabelecer, no Calendário Oficial (Municipal), “uma data dedicada à reflexão e à reafirmação do compromisso com o Estado Democrático de Direito”. Márcia Viviane prosseguiu ressaltando que a escolha do dia 8 de janeiro para a celebração, foi uma forma de “recordar os atos antidemocráticos de 2023”, promovendo a Educação, a Memória e a Resistência.
A vereadora concluiu sua reflexão apontando que o Legislativo conquistense, ao rejeitar o Projeto de criação do Dia Municipal da Democracia, rejeitou, em síntese, “a chance de dizer, publicamente, que a democracia importa”, acrescentando que vai continuar firme no propósito de defender a democracia, “… porque defender a democracia é um dever de todos os dias. A luta continua”.
