Apesar de contar com maioria na Câmara Municipal, a bancada governista não só não conseguiu evitar como votou majoritariamente para impor uma derrota significativa para o prefeito Aloisio Miguel Rebonato (MDB). Na Sessão Extraordinária e última do ano legislativo de 2025, os vereadores rejeitaram o Projeto de Lei que instituiria o novo Código Tributário do município. O placar foi contundente: 12 votos contrários e apenas uma abstenção, justamente do líder do Governo na Casa, vereador José Oliveira – Neto Nogueira – Nogueira Neto (MDB).
Os parlamentares justificaram a decisão apontando falta de diálogo entre o Executivo e o Legislativo, além da ausência de participação efetiva da sociedade na construção do texto. Outro ponto levantado foi o caráter considerado “injusto” de algumas medidas, que, segundo os vereadores, penalizariam principalmente os contribuintes de menor poder aquisitivo.
A rejeição do Projeto, ocorrida no apagar das luzes de 2025, terá reflexos diretos nas contas públicas de 2026. Sem a atualização do Código Tributário, a Administração Municipal ficará impedida de ampliar receitas, firmar convênios e acessar financiamentos em condições mais vantajosas. A gestão municipal será, portanto, obrigada a rever o planejamento, adiar projetos e buscar novas estratégias de arrecadação.
O episódio, apontam, reservadamente, Analistas Políticos regionais ao JS, expôs fragilidades na articulação política do Governo Aloisio Rebonato. Mesmo com maioria formal, a base não se mostrou coesa, revelando fissuras internas e resistência às propostas do Executivo. Segundo os analistas ouvidos, o prefeito terá de reconstruir pontes com o Legislativo Municipal e abrir canais de diálogo com a sociedade civil para evitar novos embates e garantir governabilidade em 2026.
