Na Bahia, apenas 36,5% da população tem acesso à rede de coleta de esgoto. De acordo com levantamento da Confederação Nacional da Indústria (CNI) divulgado nesta quarta-feira (7), o patamar é inferior à média nacional, que é de um pouco mais de 50%.
Embora a Bahia ocupe a 13ª posição entre as unidades do país com maior cobertura de redes de esgoto, somente 71 cidades baianas têm política de saneamento. Houve avanços na região metropolitana da capital, com a parceria público-privada (PPP) Salvador-Lauro de Freitas tendo realizado todo o investimento previsto até 2021 de R$ 261 milhões.
A especialista em infraestrutura da CNI, Ilana Ferreira, afirma que o Brasil tem um grande déficit no setor e o país precisa ampliar o valor investido em saneamento básico.
“Os investimentos em saneamento aumentaram, mas infelizmente eles não trouxeram um impacto significativo na expansão da rede. O que nós vemos é a necessidade ainda maior de investimento. Por exemplo, a média anual de investimento entre 2010 e 2017 no Brasil, foi de quase R$ 13,6 bilhões ao ano. Nós precisaríamos aumentar em cerca de 60% esses investimentos, para alcançar a meta da universalização em 2033”, garante.
Mais de 50% dos municípios baianos registraram casos de doenças relacionadas à falta de saneamento básico. De acordo com levantamento da CNI com informações do IBGE, 216 dos 417 municípios do estado passaram por esse problema em 2017. Diarreia, dengue e verminoses estão entre endemias ou epidemias mais comuns.
Na visão do especialista Pedro Scazufca, economista e consultor da Trata Brasil, é necessário que haja investimento em três pontos para melhorar o saneamento no país.
“São três pontos. Que é a boa regulação de serviço, sobre a centralização e o aumento do papel da ANA (Agência Nacional de Água). Maior eficiência na prestação do serviço, e vale tanto para empresas públicas e privadas e o terceiro é o de planejamento que hoje metade dos municípios do Brasil ainda não tem plano municipal de saneamento. Então, é importante que você tenha como meta que todos os municípios tenham plano de saneamento, até porque para alcançar a universalização em 2033 é preciso que tenha um plano mostrando como vai chegar lá e esse plano seja seguido corretamente pelo prestador de serviço”, afirma.

Para tentar solucionar o problema de saneamento básico e abastecimento de água no Brasil, tramita no Congresso a Medida Provisória (MP) 844/2018, que pretende atualizar o marco legal do saneamento básico no Brasil.

Para o professor de Direito da Infraestrutura e da Regulação da FGV, Rafael Véras, a medida pode aumentar a competitividade entre as empresas e consequentemente melhorar o serviço oferecido.
“Abrindo o setor de saneamento às empresas privadas, você vai gerar por meio da competição estímulos para que a qualidade do serviço do saneamento seja implementada. Se tenho a disputa entre agentes de mercado e entre esses agentes e as companhias estaduais de saneamento tende a ter um resultado mais favorável para os usuários”, argumenta
A MP também determina que a Agência Nacional da Água (ANA) fique responsável pela atuação nas áreas de abastecimento de água, esgotamento sanitário, limpeza urbana, manejo de resíduos sólidos e drenagem urbana.
