O estudo é da LCA Consultores. Reforma tributária quer acabar com incidência “em cascata” dos tributos

Um estudo da LCA Consultores mostra que a cumulatividade dos impostos encarece em 7,4% os produtos industrializados brasileiros. Caracterizado por extensas cadeias produtivas, o setor sofre com a incidência “em cascata” de tributos sobre as etapas de fabricação. O problema – que também afeta o agronegócio e os serviços – é um dos alvos da reforma tributária.
Ao Brasil 61, o pesquisador do Instituto Brasileiro de Economia Aplicada (Ipea) Sergio Gobetti explica que a cumulatividade dos impostos ocorre de duas maneiras. Na primeira, um tributo incide sobre si ou sobre outros. É o caso do ICMS – imposto de competência estadual –, que, por vezes, é cobrado não apenas sobre o valor da mercadoria, mas sobre o PIS e a Cofins – impostos de competência federal.
Na segunda, o imposto é cobrado várias vezes ao longo da cadeia de produção sem gerar compensação na forma crédito para a empresa. Na hora de calcular o preço de venda do produto para o comerciante ou para o consumidor final, a fábrica inclui o chamado resíduo tributário no valor, explica Gobetti.
“A cumulatividade clássica está ligada com o fato de que o tributo incide sobre os insumos que foram utilizados na produção do que se quer fazer. Ou seja, o imposto incide sobre todas as etapas da cadeia produtiva sem gerar uma compensação ou um crédito pelo imposto que foi pago já na fase anterior da cadeia produtiva”, ilustra.
Reforma tributária
A redação da Proposta de Emenda à Constituição (PEC) 45/2019, que trata da reforma tributária, diz que os novos impostos sobre o consumo de bens e serviços vão seguir o modelo de tributação sobre valor agregado, ou seja, vão adotar o mecanismo de débito e crédito, o que eliminaria a cumulatividade do sistema atual.
Para o senador Rogério Carvalho (PT-SE), o texto resolve o problema da cumulatividade. “Você paga imposto uma vez só, na hora que compra, no consumo. E o recolhimento é sobre o produto final”, diz.
O creditamento vale para a Contribuição sobre Bens e Serviços (CBS), que vai substituir IPI, PIS e Cofins, e para o Imposto sobre Bens e Serviços (IBS), que entra no lugar de ICMS e ISS. No Senado, o relator Eduardo Braga (MDB-AM) alterou as regras em torno do Imposto Seletivo – que vai incidir sobre bens tidos como prejudiciais à saúde e ao meio ambiente –, para garantir que ele vai incidir apenas uma vez sobre o produto ou serviço.
