Após quase vinte anos de debates acalorados e obstáculos administrativos, Brumado dá um passo decisivo na melhoria de sua infraestrutura sanitária. O Projeto de Implantação do Sistema de Esgotamento Sanitário, que há anos permanecia na gaveta por motivos que iam além do interesse público, agora avança com a assinatura do Contrato entre o novo Governo Municipal e o Governo do Estado, através da Empresa Baiana de Águas e Saneamento (Embasa), autarquia vinculada à Secretaria de Estado de Infraestrutura Hídrica e Saneamento da Bahia.
A assinatura ocorreu na manhã da quarta-feira, 23 de abril, na sede da Empresa Baiana de Águas e Saneamento (Embasa), em Salvador, marcada por uma reunião entre o presidente da autarquia, Gildeone Almeida Santos, e o prefeito de Brumado, Fabrício Abrantes Pires de Souza Oliveira (Avante). O acordo prevê um investimento de mais de 330 milhões de reais para a execução das obras, que irão transformar a rede de saneamento da cidade, beneficiando 100% da população urbana e da Vila Presidente Vargas contribuindo para a preservação ambiental e melhoria da qualidade de vidas das pessoas, sobretudo na Saúde, além da extensão da rede de abastecimento de água para o Distrito de Arrecife e execução da segunda etapa de ampliação da Barragem de Cristalândia, que vai impactar na garantia hídrica não só de Brumado – sede e localidades da zona rural – mas também dos municípios de Ituaçu, Tanhaçu e Malhada de Pedras.
O Projeto, que visa ampliar e modernizar o Sistema de Coleta e Tratamento de Esgoto, enfrentou durante duas décadas uma série de entraves políticos e administrativos, interesses de grupos específicos, especificamente do ex-prefeito Eduardo Lima Vasconcelos (Sem Partido), que nos seus quatro mandatos à frente do Executivo brumadense pautou a questão, muitas vezes de forma alheia ao bem-estar coletivo, tentando, incialmente emplacar, no final de 2011 e início de 2012, a criação de uma autarquia municipal (Serviço de Água e Esgoto de Brumado 0 Saesb), e posteriormente, já no último mandato (2020/2024), privatizar os serviços, que não só dificultaram como protelaram a implementação de uma solução definitiva.
Durante anos, debates públicos muitas vezes foram desviados por questões partidárias e interesses econômicos, o que atrasou a realização de obras essenciais para a Saúde Pública e o Meio Ambiente, levando a população, que sofria – continua sofrendo – diariamente com problemas de saneamento, viu suas expectativas se frustrarem várias vezes.
A chegada de uma nova gestão municipal trouxe uma mudança de postura. Com um discurso – e ações – comprometido com o interesse público, o Governo do prefeito Fabrício Abrantes Pires de Souza Oliveira (Avante), que logo ao assumir desceu do palanque e buscou o entendimento e alinhamento com o Governo do Estado – ao contrário de seu antecessor, que privilegiou, principalmente nos dois últimos mandatos (2016/2020 e 2021/2024) o confronto, nem sempre político e ideológico, mas também pessoal com os chefes do Executivo Estadual (Rui Costa dos Santos e Jerônimo Rodrigues Souza, ambos do PT), priorizou a assinatura do Contrato restabelecendo a concessão para que a Embasa continue, legalmente, explorando os serviços de coleta, tratamento e distribuição de água e coleta, tratamento e destinação do esgoto sanitário da cidade, buscando garantir recursos e acelerar o início das obras de implantação do Sistema de Esgotamento Sanitário. A parceria, recém formalizada, com o Governo Estadual foi fundamental, uma vez que o investimento de mais de 330 milhões de reais será destinado à implantação do Sistema de Saneamento e a ampliação da capacidade de armazenamento de água da Barragem de Cristalândia.
Segundo o prefeito Fabrício Abrantes Pires de Souza Oliveira (Avante), a assinatura do Contrato com a Embasa representa o compromisso de transformar a realidade de Brumado. “Estamos cumprindo uma promessa de melhorar a qualidade de vida dos nossos cidadãos e de cuidar do nosso meio ambiente. Este é um passo importante que vai refletir positivamente na Saúde Pública e na sustentabilidade do nosso município”, pontuou.
A expectativa é que as obras de saneamento avancem nos próximos meses, com a instalação das redes de coleta, estações de tratamento e melhorias na infraestrutura existente. Além de garantir o acesso ao saneamento básico para toda a população, o Projeto também deve gerar empregos e estimular o desenvolvimento econômico local.
Especialistas destacam que uma cidade com Sistema de Esgotamento eficiente reduz significativamente riscos de doenças relacionadas ao saneamento precário, além de contribuir para a preservação ambiental e, por consequência, impacta positivamente nas condições e qualidade de vida da população.
Após quase duas décadas de debates contraditórios e obstáculos que pareciam insuperáveis, a assinatura do contrato marca um novo capítulo na história do saneamento em Brumado. Com o apoio do Governo Estadual e o compromisso do novo Governo Municipal, o Projeto promete transformar a realidade de milhares de moradores, demonstrando que, quando há vontade política e interesse público, avanços concretos podem ser alcançados em benefício de toda a sociedade.
