Neste Dia Mundial da Água, celebrado neste sábado (22/03), milhares de famílias de comunidades rurais baianas celebram as transformações proporcionadas pelo acesso à água de qualidade e ao saneamento nas propriedades rurais, com o modelo de gestão multicomunitária das Centrais de Águas.
Esse modelo é apoiado pelo Governo do Estado, que já realizou investimentos de, aproximadamente, R$ 260 milhões, fortalecendo as Centrais de Águas de Seabra e Jacobina, e viabilizando a criação da Central de Caetité. As ações são executadas por meio de uma parceria entre a Companhia de Desenvolvimento e Ação Regional (CAR), vinculada à Secretaria de Desenvolvimento Rural (SDR), e a Companhia de Engenharia Hídrica e de Saneamento da Bahia (Cerb), vinculada à Secretaria de Infraestrutura Hídrica e Saneamento (SIHS).
Com essa ação, mais de 146 mil famílias de 508 comunidades rurais, vinculadas a 224 associações, de 41 municípios, já foram atendidas, e 37 mil ligações foram realizadas. A previsão é de que, nos próximos anos, sejam feitas mais 20 mil ligações e que outros 183 sistemas de abastecimento sejam instalados.
Também está prevista a implantação de três novas centrais nos municípios de Vitória da Conquista, Ribeira do Pombal e Feira de Santana, com investimentos de U$ 40 milhões. As ações serão executadas por meio de parcerias com a Cerb/SIHS, Embasa, Casa Civil e o Instituto do Meio Ambiente (Inema).
Modelo de gestão
Esse modelo se destaca pela possibilidade de uma gestão mais profissionalizada dos sistemas rurais, aliada à distribuição de água tratada, ao aumento da vida útil dos sistemas de abastecimento, à redução das doenças de veiculação hídrica, à preservação dos mananciais e ao fortalecimento das associações comunitárias.
Alaelde Nascimento, conhecida como Dona Chinha, moradora do povoado do Urubu, no município de Miguel Calmon, conta que as famílias enfrentavam grandes dificuldades para conseguir água. “A gente ia lavar roupa no Povoado Macaúbas, mas teve um tempo em que o rio secou. Nessa época, quando voltávamos à tarde, trazíamos as garrafas plásticas cheias de água para dar banho nos meninos, molhar plantas ou até fazer a limpeza de casa. Também havia um vizinho que tinha um carro-pipa e fornecia água para todos. Quando acabava, era um Deus nos acuda para conseguirmos água novamente. Pedindo a Deus, Ele abriu as portas e apareceu a Central das Águas, transformando nossas vidas”.
Edvaldo Amâncio da Rocha, presidente da Associação do Povoado do Urubu, explica que esse sistema de abastecimento de água atende 16 povoados. “São mais de 400 famílias que, graças a Deus, usam a água, que chegou até nós pela Central. Ficou muito bom para todos. Se não fosse essa água, ninguém mais moraria aqui, pois água é vida, não é? Sem ela, como viveríamos? Hoje, muita gente que morava na cidade já está morando nas roças. Tem gente comprando sítio e construindo mais casas, porque com essa água, a cada dia, a vida melhora”.
Água de qualidade
Juscelino Dias Teixeira, presidente da Associação de Várzea de Areia, Algodões e Adjacências, do município de Brumado, destaca que o abastecimento de água era um sonho para todos os moradores do distrito de Cristalândia. “Ter a água na torneira, e melhor ainda, uma água de qualidade, é uma grande benção. Agradecemos primeiro a Deus e, depois, aos envolvidos: à CAR e à Cerb, que têm pensado em uma vida melhor para a população do campo. Antes, sofríamos e dependíamos de caminhão pipa. Agora, tudo melhorou! Mais de 700 famílias são atendidas pela Central de Caetité, que nos auxilia a operar o sistema de abastecimento”.
A comunidade de Olhos D’Água do Góes, no município de Jacobina, também vive uma nova realidade com a gestão da água sob o modelo da Central das Águas. “Esse modelo de gestão foi muito importante para nossa comunidade, pois dá autonomia para gerirmos o próprio sistema. Além disso, o operador é nosso vizinho, o que facilita muito o processo. Melhorou bastante a vida das famílias e todos têm acesso a esse bem precioso. A comunidade se sente mais feliz e tranquila, pois, mesmo nos períodos de seca, há água nas torneiras e os reservatórios estão cheios”, celebra Zamire Sousa da Cruz, presidente da Associação Olhos D’Água.
