Com a homologação, emendas travadas de 2025 e de dois anos anteriores, serão destravadas

O plano de trabalho que define novas regras para o pagamento das emendas parlamentares foi assinado pelo ministro Flávio Dino do Supremo Tribunal Federal na última quarta (26), liberando o pagamento das emendas em caráter liminar. Assim, a reunião marcada entre os presidentes da Câmara e do Senado, membros da Advocacia da União e o ministro Dino, para a quinta-feira (27), que trataria do assunto, foi desmarcada.
O documento define que, a partir do exercício financeiro desde ano, para que uma emenda seja empenhada será necessário fazer a identificação do parlamentar que a indicou e da instituição que irá receber os recursos.
Entenda o plano
Elaborado pela Advocacia Geral da União (AGU) e pelo Congresso, o plano garante mais transparência, rastreabilidade e melhor acompanhamento dos valores destinados às emendas parlamentares — o que vale para as de comissão, de bancada e de relator.
Algumas melhorias no Portal da Transparência, que estão previstas no documento, já foram implementadas, como mais filtros de detalhamento, a integração de dados da emenda com a relação de convênios associados e melhor detalhamento de repasses nacionais com filtros que mostram onde os recursos serão aplicados.
Com relação aos questionamentos feitos pelo STF sobre as emendas pagas às organizações não governamentais (ONGs), o plano de trabalho detalha as medidas que estão sendo adotadas.
O início do julgamento sobre a decisão do ministro Dino está marcado para esta sexta-feira (28) no plenário virtual do STF e deve terminar na próxima quarta-feira (5).
