No acumulado do ano, o valor destinado aos entes federados chega a 17,5 bilhões

O Fundo Nacional de Desenvolvimento da Educação (FNDE) liberou a terceira parcela de 2025 referente ao Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb). O valor chega a R$ 3,4 bilhões, e é proveniente da contribuição federal.
Os recursos – destinados a estados, Distrito Federal e aos municípios brasileiros, são repassados nas modalidades Valor Anual por Aluno (Vaaf), Valor Anual Total por Aluno (Vaat) e Valor Aluno Ano Resultado (Vaar).
Em janeiro, foram liberados R$ 11 bilhões de complementação da União ao fundo. Desse total, R$ 2,8 bilhões foram relativos ao repasse da 1ª parcela deste ano, enquanto R$ 8,2 bilhões eram referentes à 13ª e última parcela de 2024. Já em fevereiro, a segunda parcela somava um total de R$ 3,1 bilhões. Com esta parcela de março, o valor total acumulado no ano chega a R$ 17,5 bilhões.
Segundo o especialista em orçamento público, Cesar Lima, do valor total, estados e municípios podem destinar até 70% para pagamento de pessoal. Porém o restante, ou seja, 30%, devem ser investidos na área da educação.
“São recursos da ordem de R$ 3,4 bilhões, que poderão ser utilizados por esses entes, tanto para pagamento de professores quanto para investimento na educação, com compra de material didático, material pedagógico, capacitação de professores. É um dinheiro que faz muita diferença na educação de estados e municípios”, destaca.
De acordo com a Portaria Interministerial MEC/MF nº 14, de 27 de dezembro de 2024, o cronograma de desembolso da complementação da União-VAAF ao Fundeb 2025 ficou definido da seguinte forma em relação aos valores por estado:
- ALAGOAS: R$ 56.482.833,50
- AMAZONAS: R$ 111.139.172,31
- BAHIA: R$ 325.360.281,66
- CEARÁ: R$ 287.550.034,91
- MARANHÃO:R$ 314.824.369,69
- PARÁ: R$ 298.438.485,25
- PARAÍBA: R$ 29.668.101,73
- PERNAMBUCO: R$ 77.953.484,99
- PIAUÍ: R$ 89.041.212,87
- RIO DE JANEIRO: R$ 23.723.333,47
A complementação da União para este ano está prevista em R$ 56,5 bilhões. O valor deve beneficiar 1.859 entes federativos na modalidade Vaaf, 2.358 na modalidade Vaat e 2.837 na modalidade Vaar. Essas quantias serão repassadas em parcelas mensais de janeiro de 2025 a janeiro de 2026. Os depósitos serão feitos até o último dia útil de cada mês.
O Fundeb
De acordo com o Ministério da Educação, o Fundeb foi instituído em 2020 como instrumento permanente de financiamento da educação pública. Trata-se de um Fundo especial, de natureza contábil e de âmbito estadual. Os recursos são formados por impostos e por transferências dos estados, Distrito Federal e municípios vinculados à educação.
Os valores que compõem o Fundo são redistribuídos para aplicação exclusiva na manutenção e no desenvolvimento da educação básica pública, assim como na valorização dos profissionais da educação. Isso ocorre Independentemente da fonte de origem dos valores.
