Novas unidades vão atender 110,7 mil crianças até 5 anos

O governo federal vai destinar R$ 4,1 bilhões para a construção de 1.178 creches e escolas de educação infantil pelo país. Os recursos são do Novo Programa de Aceleração do Crescimento (PAC) Seleções, anunciados nesta quinta-feira (7) pelo presidente Luiz Inácio Lula da Silva, no Palácio do Planalto. O programa é voltado para atender os projetos prioritários apresentados por estados e municípios.
As novas unidades serão construídas em 1.177 municípios para atender 110,7 mil crianças até 5 anos. Segundo o ministro da Educação, Camilo Santana, o governo Lula cumprirá a meta do Plano Nacional da Educação (PNE) e atingirá todas as demandas de creches no Brasil.
“O Brasil precisa cumprir o Plano Nacional da Educação e lá diz que nós precisamos cumprir 50% das matrículas de crianças de 0 a 3 anos nas creches. Então, nós estamos retomando creche de obras inacabadas e paralisadas e agora o presidente está autorizando mais”, disse, lembrando ainda que está em andamento o Pacto Nacional pela Retomada de Obras da Educação Básica.
Pelo PAC Seleções, o Ministério da Educação receberá ainda R$ 5,8 bilhões para construção de 685 escolas de ensino fundamental e médio de tempo integral, garantindo a cobertura para 119,7 mil estudantes. “A escola em tempo integral é a escola que tem a menor evasão, o menor abandono, estimulando, o ensino médio concomitante com o ensino técnico profissionalizante, para o jovem já sair com o diploma”, disse Camilo Santana.
Mais R$ 750 milhões do PAC Seleções serão destinados para a compra de 1,5 mil ônibus escolares. Os novos veículos do Programa Caminho da Escola atenderão de 45 mil a 135 mil alunos, especialmente da zona rural em 1,5 mil municípios.
As obras e aquisições devem ser iniciadas após os processos de licitação.
Critérios
O ministro explicou ainda que a seleção priorizou os municípios com maior déficit educacional e em sintonia com as metas do Plano Nacional de Educação (PNE). Também foi levada em conta a capacidade financeira das prefeituras para realização de ovas obras e priorizados aqueles municípios que não tem obras paralisadas inacabadas para serem retomadas.
“Portanto, critérios técnicos, critérios justos”, disse Santana, acrescentando que outra condicionante era a disponibilização do terreno pelas prefeituras ou governos estaduais.
“Às vezes, quando não tem um terreno demora muito tempo para iniciar obra, um ano, dois anos para regularizar o terreno. Então, também foi uma prioridade a garantia do terreno, para que, imediatamente, a gente possa iniciar essas obras”, acrescentou, parabenizando prefeitos e governadores pela adesão ao edital do PAC Seleções.
Lula apresentou hoje o resultado de 16 das 27 modalidades do PAC Seleções. Além da educação, foram contemplados projetos nos eixos de saúde e infraestrutura social e inclusiva, com R$ 23 bilhões em investimentos.
No total, na primeira etapa do PAC Seleções estão previstos R$ 65,5 bilhões em recursos para todo o país. A segunda etapa do Seleções, com mais R$ 70,8 bilhões, deverá ser lançada no início de 2025, para que os prefeitos que forem eleitos neste ano possam participar do Novo PAC.
