Governo do Brasil anuncia chegada de 322 médicos especialistas e R$ 2,5 bilhões para novas Unidades de Saúde

Os pacientes do Sistema Único de Saúde vão contar com 899 novas unidades de atendimento que vão ampliar a oferta de serviços de Saúde em todo o Brasil. Para isso, o Governo do Brasil anunciou na última sexta, 26 de setembro, a liberação de R$ 2,5 bilhões para a construção de obras em todos os Estados. A medida se soma à chegada de 322 novos médicos especialistas que começam a atuar em 156 municípios localizados nas cinco regiões do país. Ambas as iniciativas integram as ações do Agora Tem Especialistas.

Com recursos do Novo PAC Seleções 2025, a Rede Pública de Saúde contará com mais 100 Centros de Atenção Psicossocial (CAPS) e 31 Policlínicas. Já as 768 novas Unidades Básicas de Saúde (UBS) vão fortalecer a Atenção Primária, que, ao ser qualificada, contribui para reduzir a sobrecarga na Atenção Especializada. A liberação dos recursos federais possibilita a estruturação da Rede Pública de Saúde nos Estados e municípios, ampliando a capacidade de atendimento em todo o Brasil.

“Esse é um esforço importante para reduzir o tempo de espera por consultas, exames e cirurgias. A expansão imediata da oferta de serviços, com a mobilização de toda a estrutura pública e privada de saúde do país, vem acompanhada de mais investimento em infraestrutura pelo Novo PAC Saúde. Uma frente estruturante que vai garantir mais serviços de saúde para a nossa população”, afirmou o ministro da Saúde, Alexandre Padilha.

“Esse é um esforço importante do Agora Tem Especialistas para reduzir o tempo de espera por consultas, exames e cirurgias. A expansão imediata da oferta de serviços, com a mobilização de toda a estrutura pública e privada de saúde do país, vem acompanhada de mais investimento em infraestrutura pelo Novo PAC Saúde. MAIS ATENDIMENTOS – Do total de 322 novos médicos especialistas, a maior parte – ou seja, 212 profissionais que representam 65% do total – vai atender os pacientes da rede pública no interior do Brasil, em 24 estados, ampliando o acesso da população à assistência médica nas regiões mais desassistidas. 

“Essa é a primeira chamada desta iniciativa inédita do Agora Tem Especialistas, que, pela primeira vez na história do SUS, faz um programa de provimento de médicos especialistas para ampliar o atendimento em hospitais e policlínicas. Com isso, estamos levantando o médico especialistas onde há falta desse profissional, para o interior do país, e garantindo o atendimento da população. O objetivo não é colocar mais médicos onde eles já estão, mas levá-los para onde precisa, para atender quem precisa, reduzindo o tempo de espera no SUS”, explicou o ministro da Saúde, Alexandre Padilha, nesta sexta-feira (26). 

Para o ministro, o Brasil vive um novo ciclo de formação e provimento de especialistas com o programa do governo federal, criado para desafogar a demanda reprimida por atendimentos de média e alta complexidade nos estados e municípios.  “Os médicos que começaram a atuar nesta semana vão atender pacientes do SUS prioritariamente em locais em que há escassez da oferta de serviços especializados. Com esse reforço, conseguiremos ampliar a capacidade da oferta de atendimento em hospitais e policlínicas para a realização das OCIs”, disse Alexandre Padilha. 

O ministro se refere à Oferta de Cuidados Integrados, combo de cuidados do SUS, que integra, em um pacote de serviços, a realização de exames preventivos essenciais, de diagnóstico e do tratamento. O dia de hoje marca a chegada desses profissionais na rede pública dos seguintes estados: Rondônia, Acre, Amazonas, Roraima, Pará, Amapá, Tocantins, Maranhão, Piauí, Ceará, Rio Grande do Norte, Paraíba, Pernambuco, Alagoas, Sergipe, Bahia, Minas Gerais, Rio de Janeiro, São Paulo, Santa Catarina, Rio Grande do Sul, Mato Grosso, Goiás, além do Distrito Federal. 

A fim de recebê-los, autoridades do Ministério da Saúde se deslocaram para alguns desses estados para uma agenda simultânea de acolhimento e integração dos profissionais. 

NORDESTE – Nesta primeira etapa do provimento, o Nordeste – que, historicamente, tem a maior carência de médicos especialistas – recebe o maior número de profissionais: são 188 médicos, que correspondem a 58% do total. Em seguida, estão as regiões Sudeste com 70 profissionais, Norte (40), Centro-oeste (17), e Sul (7). Do total de especialistas, 72% atuarão em áreas classificadas como de alta ou muito alta vulnerabilidade, sendo 22% alocados em municípios da Amazônia Legal. 

Para a distribuição das vagas, foram priorizadas as regiões com número de especialistas abaixo da média nacional e as que a população precisa se deslocar mais para conseguir atendimento. Também foi considerada a capacidade instalada para oferta da assistência. 

As especialidades com maior número de profissionais são ginecologia (98), anestesiologia (37), otorrinolaringologia (26), cirurgia geral (25) e em diferentes áreas do atendimento oncológico (66).  

Além de atuarem na rede pública, os médicos contarão com a mentoria de profissionais de excelência da Rede Ebserh e de hospitais do Programa de Apoio ao Desenvolvimento Institucional do Sistema Único de Saúde (Proadi-SUS). Serão dedicadas 16 horas semanais à prática assistencial e quatro horas semanais a atividades educacionais. São 16 cursos de aprimoramento para o médico que já é especialista em áreas como cirurgia, ginecologia, anestesiologia e otorrinolaringologia.

INCENTIVOS INÉDITOS – Em mais uma ação do programa Agora Tem Especialistas, o Ministério da Saúde destinará, nesta sexta-feira (26), incentivos financeiros inéditos para residentes, preceptores, tutores e coordenadores dos Programas de Residência em 20 especialidades médicas, além de enfermagem obstétrica e física médica. Para essa ação está previsto o investimento de R$ 112 milhões até o fim de 2026. 

Direcionados a áreas prioritárias com poucos profissionais, esses incentivos visam garantir a presença de preceptores e tutores qualificados e comprometidos com a formação de mais médicos especialistas, sobretudo em especialidades que estão escassas na rede pública do país. 

É o caso de residentes de radioterapia e patologia, que também contarão com complemento financeiro na bolsa-formação. De acordo com estudos internacionais, há uma escassez na oferta de radioterapia no Brasil. No caso de patologia, o estudo Demografia Médica 2025 revela que há apenas 1,79 especialista por 100 mil habitantes, enquanto o recomendado é 5. Em ambos os casos, ocorre falta de máquinas e médicos especialistas, necessidades contempladas no Agora Tem Especialistas, com o provimento de profissionais e a oferta de 121 aceleradores lineares até o final de 2026.

BOLSAS – Para ampliar o número de profissionais especialistas no país, o Agora Tem Especialistas abriu 4 mil bolsas de residências, sendo 3 mil para Residência Médica em especialidades como anestesiologia, radiologia e cirurgia oncológica, além de 1 mil bolsas para Residência em Área Profissional da Saúde que abrangem especialidades da Saúde da Mulher, Saúde Mental, Enfermagem Obstétrica, dentre outras.  

Para isso, estão abertas as inscrições até 30 de outubro para instituições interessadas em formar 4 mil profissionais especialistas em áreas prioritárias para o SUS. 

Essa é a maior concessão de bolsas já ofertado pelo Ministério da Saúde nos últimos 10 anos. Somente em 2025, serão investidos R$ 1,8 bilhão em programas de residência, um acréscimo de 32% em relação a 2023.

CERTIFICAÇÃO – Outra medida do programa é garantir excelência na formação de especialistas e melhorar a qualidade do atendimento no SUS. Para isso, o Ministério da Saúde voltou a certificar os hospitais de ensino, um reconhecimento oficial que qualifica os hospitais como ambientes formadores com o objetivo de garantir a excelência na formação de especialistas e melhorar a qualidade do atendimento no Sistema Único de Saúde (SUS). 

Para obter o certificado, os hospitais precisam comprovar um ambiente de prática e aprendizagem, em caráter permanente e contínuo, a fim de realizar atividades curriculares de graduação, de programa de residência em saúde. Os hospitais gerais devem ofertar ao menos 80 leitos destinados ao SUS e os hospitais especializados, o mínimo de 50 leitos. 

Atualmente, o Brasil conta com 202 hospitais de ensino, num universo de mais de 1.134 hospitais elegíveis para a certificação no Brasil. Destes, cinco hospitais estão entre os 300 melhores do mundo, segundo ranking da revista americana Newsweek.
