O Instituto de Desenvolvimento Social pela Música (IDSM) fará a gestão do Neojiba (Núcleos Estaduais de Orquestras Juvenis e Infantis da Bahia) nos próximos cinco anos. A Organização Social contará com recursos da ordem de R$148,9 milhões para manter funcionando os 13 Núcleos do Programa, sendo sete na capital e seis no interior do Estado. O resultado do Edital de Seleção foi divulgado no Diário Oficial do Estado deste sábado (04/10), pela Secretaria de Justiça e Direitos Humanos da Bahia (SJDH), órgão responsável pela execução do Programa prioritário do Governo do Estado.
O novo contrato prevê um acréscimo de R$ 25 milhões, equivalente a 20,40% a mais que o anterior. Conforme o Plano de Trabalho aprovado pela Comissão de Seleção e Julgamento do Edital, todos os 13 Núcleos já existentes do Neojiba serão mantidos. Destas Unidades, sete estão na capital – incluindo o Núcleo Central, onde funcionam as Orquestras principais e o Coro Juvenil – e seis no interior, localizados em Feira de Santana, Vitória da Conquista, Teixeira de Freitas, Jequié, Simões Filho e Lauro de Freitas.
O IDSM é a organização da sociedade civil selecionada pelo Edital. Avaliada pela Comissão de Seleção e Julgamento, conforme os critérios estabelecidos no Edital, a OSC obteve 96,7 pontos, sendo classificada para assumir a gestão do Neojiba pelos próximos cinco anos. A abertura de envelope ocorreu no dia 23 de setembro.

O programa é uma política pública prioritária do Governo da Bahia, executada pela Secretaria de Justiça e Direitos Humanos da Bahia através de contrato de gestão com Organização Social selecionada através de Edital público. Fundado em 2007, o Neojiba tem o objetivo de promover o desenvolvimento e a integração social prioritariamente de crianças, adolescentes e jovens, em situações de vulnerabilidade, por meio do ensino e da prática musical. Atualmente, o Neojiba beneficia, direta e indiretamente, mais de 36 mil pessoas em seus próprios Núcleos e em parceria com Projetos de Prática Musical Coletiva.
As orquestras do Neojiba já fizeram exibições em 13 países (Portugal, Inglaterra, Dinamarca, Itália, França, Polônia, Estados Unidos, Bélgica, Suíça, Holanda, Áustria, Chile e Alemanha). Nas 2.833 apresentações que fez, o Neojiba totalizou um público superior a um milhão de pessoas. A metodologia do Programa é inspirada em um modelo didático-musical de desenvolvimento humano, criado por José Antônio Abreu, na Venezuela, em 1975, hoje reconhecido mundialmente como El Sistema, uma das mais exitosas iniciativas do gênero na história.
