Os gestores municipais e consórcios públicos de todo o Brasil já podem cadastrar projetos referentes ao ciclo 2026 do programa da Lei de Incentivo à Reciclagem (Lei 14.260/2021). Pela iniciativa, as prefeituras podem captar investimentos voltados a modernizar a gestão de resíduos sólidos e fortalecer a economia circular nas cidades. O prazo de envio de propostas vai até 30 de julho.
Pela iniciativa, estão previstas diversas oportunidades para as prefeituras, como incentivos para a aquisição de equipamentos e veículos para a coleta seletiva, reutilização, beneficiamento, tratamento e reciclagem de materiais.
As oportunidades também abrangem a implantação e adaptação de infraestrutura física e o fortalecimento da participação dos catadores de materiais reutilizáveis e recicláveis nas cadeias de reciclagem.
A Portaria GM/MMA nº 1.250/2024 regulamenta a medida e estabelece os procedimentos de avaliação e aprovação das propostas e projetos, bem como os valores mínimos para captação. A Confederação Nacional de Municípios (CNM) recomenda a leitura integral da publicação para auxiliar gestores na elaboração dos projetos.
Pela Portaria, podem enviar propostas:
I – Empreendimentos de Catadores de Materiais Recicláveis;
II – Instituições de Ensino e Pesquisa e de Ciência e Tecnologia;
III – Condomínios Edilícios;
IV – Organizações da Sociedade Civil de Interesse Público – Oscip;
V – Organizações da Sociedade Civil – OSC;
VI – Órgãos Públicos, Consórcios Públicos, Autarquias, Fundações Públicas, entre outras desta natureza;
VII – Empresas de porte classificado nas categorias de Microempresa e Pequena Empresas segundo o art. 3º da Lei Complementar nº 123, de 14 de dezembro de 2006.
De acordo com a Portaria, os projetos podem abranger ações como o fortalecimento da participação de catadores de materiais recicláveis. As iniciativas devem colaborar para a redução da geração de resíduos e o aumento da reutilização de materiais.
Como enviar propostas?
As propostas devem ser enviadas pelo sistema oficial Transferegov.br.
O Sistema Nacional de Informações sobre a Gestão dos Resíduos Sólidos (SINIR) disponibiliza passo a passo para submissão de projetos. As orientações podem ser acessadas em www.sinir.gov.br. Basta acessar a aba superior “Incentivo à Reciclagem” e clicar em “Submeta proposta”. Na mesma aba é possível acessar o sistema, o tutorial de cadastro e o tutorial de envio de proposta.
A CNM orienta que os municípios que não conhecem a ferramenta acessem o tutorial e os modelos sobre o envio de propostas da Lei de Incentivo à Reciclagem.
Os gestores também podem acessar as iniciativas já cadastradas como referência para elaborar as suas propostas. Os projetos anteriores podem ser acessados pelo Painel de Parcerias do Ministério da Gestão e da Inovação em Serviços Públicos (MGI) ou diretamente pelo Transferegov, por meio do código do programa (2024-00007 ou 2025-00001) e a aplicação do filtro de natureza jurídica “Município”, conforme orientação da CNM.
A Confederação destaca, em nota, que dados do Painel de Parcerias do MGI apontam que, atualmente, há 287 propostas “em captação”, das quais apenas 12 são de municípios.
Lei de Incentivo à Reciclagem
A Lei nº 14.260/2021 foi regulamentada em 2024 e tem como objetivo fortalecer a cadeia da reciclagem no país, além de estimular a economia circular e fomentar investimentos de empresas e pessoas físicas em iniciativas que promovam a transformação de resíduos em novos produtos.
Conforme o Ministério do Meio Ambiente e Mudança do Clima, os incentivadores podem conseguir benefícios fiscais, com possibilidade de dedução no imposto de renda.
