O Ministério da Saúde vai enviar mais 26 mil frascos de insulina humana regular para auxiliar no abastecimento da rede hospitalar do SUS . A distribuição atende à demanda apresentada pelos estados. A iniciativa é parte da estratégia do governo federal para enfrentar a restrição mundial desses medicamentos. Até dezembro de 2024, foram entregues cerca de 59 milhões de unidades de insulina humana NPH e cerca de 12 milhões da regular, nas apresentações frasco e caneta, para atender à demanda da atenção primária .
A pasta coordena, em parceria com o Conselho Nacional de Secretários de Saúde (Conass) e o Conselho Nacional de Secretarias Municipais de Saúde (Conasems), ação estratégica de manutenção dos estoques. Os dados referentes ao estoque e consumo mensal nas unidades hospitalares locais foram informados pelos estados, por meio do Coleta Estoque , instrumento desenvolvido para coletar dados nacionais de forma periódica, a fim de contribuir no monitoramento desses medicamentos.
Está em andamento a aquisição dessas insulinas via Parceria de Desenvolvimento Produtivo , com vistas ao fortalecimento do Complexo Econômico-Industrial de Saúde do país. Para assegurar o abastecimento das insulinas no SUS, o Ministério da Saúde ampliou, em 2024 e 2025, a concorrência nas aquisições com a participação de empresas internacionais. O processo foi orientado pela Resolução da Diretoria Colegiada n° 203/2017 da Anvisa, que dispõe sobre os critérios e procedimentos para importação, em caráter de excepcionalidade, de produtos com registro em agências internacionais de vigilância sanitária certificadas.
Também foram firmados outros dois contratos para aquisição das insulinas humanas NPH e regular. As primeiras remessas desses medicamentos foram entregues em dezembro/2024, com continuidade neste ano de 2025. Com as medidas, a pasta reafirma que o fornecimento das insulinas humanas NPH e regular para a população brasileira é essencial e que tem mantido os estoques abastecidos.
Entre as ações do Ministério da Saúde, destacam-se:
- Solicitação de antecipação de entrega das parcelas contratuais;
- Articulação junto à Anvisa sobre comercialização, importação e exportação das insulinas humanas NPH e regular;
- Solicitação de priorização de processos referentes às insulinas e comunicação quanto ao abastecimento dessas insulinas na Rede SUS;
- Aquisição das insulinas humanas frascos e canetas reutilizáveis via Parceria para o Desenvolvimento Produtivo (PDP) Funed-Biomm, fortalecendo o Complexo Econômico-Industrial da Saúde;
- Incorporação de insulinas análogas de ação rápida e prolongada para diabetes mellitus tipo 2, aumentando assim as opções de oferta de insulinas no SUS;
- Celeridade nos processos aquisitivos e priorização no recebimento das insulinas junto aos laboratórios fornecedores e envio às Secretarias de Saúde;
- Avaliação do cenário do abastecimento e estoque dos estados e municípios em parceria com o Conselho Nacional de Secretários de Saúde (Conass) e o Conselho Nacional de Secretarias Municipais de Saúde (Conasems);
- Reuniões permanentes com fabricantes de insulinas humanas NPH e regular, com e sem registro na Anvisa, sobre disponibilidade do medicamento no mercado nacional e internacional.
Cidadãos com indicação médica para o uso de insulina humana que enfrentarem dificuldades para obter o medicamento em farmácias privadas, incluindo aquelas vinculadas ao programa Farmácia Popular , devem procurar a Unidade Básica de Saúde mais próxima para atendimento.
