Em resposta aos dados do Indicador Criança Alfabetizada, divulgado pelo Ministério da Educação no último mês de julho, que apontou que somente 36% dos estudantes do 2º ano do Ensino Fundamental na Bahia conseguem ler e escrever textos simples, índice abaixo da média nacional, o Ministério Público e o Governo do Estado formalizaram parceria para a redução e eliminação do analfabetismo. As ações serão desenvolvidas através da efetiva implantação do Programa ‘Bahia Alfabetizada’. lançado na quinta-feira, dia 7, no Centro de Operações e Inteligência, no Centro Administrativo da Bahia, em Salvador, pelo governador Jerônimo Rodrigues Souza (PT). O lançamento do Programa e formalização da parceria contou com a presença do governador Jerônimo Rodrigues; da secretária de Estado da Educação, Rowenna dos Santos Brito; da secretária Nacional de Educação Básica do Ministério da Educação, Kátia Helena Serafina Cruz Schweickartdt; do Procurador-Geral do Ministério Público, Promotor de Justiça Pedro Maia Souza Marques, e do Coordenador do Centro Operacional de Defesa da Educação do Ministério Público (Ceduc/MP BA), Promotor de Justiça Adriano Freire de Carvalho Marques, além de representantes de segmentos da sociedade civil.
Durante solenidade oficial, o governador Jerônimo Rodrigues destacou a urgência das ações voltadas à alfabetização, lembrando que o Estado tem pouco mais de dois meses até a próxima avaliação nacional. “A alfabetização é a base de toda a Educação e um compromisso com o futuro da nossa Bahia. Com essa Lei, fortalecemos a cooperação entre Estado e municípios para garantir que nenhuma criança fique para trás”, afirmou.
Principais ações
O Programa Bahia Alfabetizada, explicou a secretária de Estado da Educação da Bahia, Rowenna dos Santos Brito, propõe avanços com iniciativas estratégicas voltadas à melhoria da aprendizagem nos anos iniciais. Entre as principais medidas estão a capacitação de professores da rede municipal, realizada em parceria com Universidades Estaduais, e a distribuição de material didático específico para o reforço da alfabetização.
Outra novidade, apontou a secretária, é a criação do Comitê de Monitoramento e Avaliação, que busca envolver a sociedade civil no acompanhamento das ações do Programa, promovendo maior transparência e engajamento comunitário.
Na ocasião, a secretária de Estado da Educação da Bahia, Rowenna dos Santos Brito, apresentou um panorama da alfabetização nos municípios baianos, detalhando as iniciativas já em curso e as novas estratégias pensadas para melhorar os índices registrados na última avaliação do Ministério da Educação.
Entre as medidas anunciadas está o reforço ao suporte técnico e pedagógico às gestões municipais, com foco especial nas cidades que apresentam os indicadores mais sensíveis. Um calendário de ações prioritárias foi estabelecido, mas há iniciativas previstas para todo o território baiano.
“Saio daqui muito feliz com o compromisso de todos com o direito à aprendizagem dos nossos estudantes. Estamos investindo no presente e construindo o futuro da Bahia que acreditamos. A pauta da Educação não pode ser responsabilidade apenas do Governo do Estado, ela precisa ser abraçada por toda a sociedade baiana e brasileira”, enfatizou Rowenna Brito.
Ministério Público reforça compromisso com a Educação
Em seu pronunciamento, Procurador-Geral do Ministério Público, Promotor de Justiça Pedro Maia Souza Marques, ressaltou que o novo Programa (‘Bahia Alfabetizada’) representa o engajamento efetivo de todas as esferas do poder público e das Instituições Estatais em torno de uma questão estrutural: a Educação Básica. Segundo ele, os Promotores de Justiça atuantes nos 417 municípios baianos têm a Educação como prioridade absoluta. “Ao falarmos de alfabetização, estamos falando do futuro da Bahia e de transformações que impactam diversas áreas. O Ministério Público da Bahia possui um compromisso constitucional com a Educação e atuará de forma firme, em parceria com os municípios e com o Governo Estadual”, afirmou.
De acordo com o Procurador-Geral de Justiça, o Ministério Público da Bahia vai instituir um Selo de Alfabetização destinado aos prefeitos que cumprirem as metas estabelecidas pelo Programa Bahia Alfabetizada. A iniciativa busca valorizar o compromisso dos gestores municipais com a melhoria da Educação Básica e incentivar resultados concretos na alfabetização infantil.
O Coordenador do Centro Operacional de Defesa da Educação do Ministério Público (Ceduc/MP BA), Promotor de Justiça Adriano Freire de Carvalho Marques, anunciou que o Ministério Público da Bahia fará parte de um Comitê Interinstitucional que será responsável por acompanhar a implementação do Programa de Alfabetização e outras iniciativas voltadas ao enfrentamento do analfabetismo. A proposta, ressaltou, inclui um monitoramento sistemático em todas as Comarcas do Estado, com o envio de Recomendações Técnicas aos Promotores da área e a padronização de metodologias. “Estamos prontos para atuar de forma colaborativa e contribuir efetivamente para a redução dos índices de analfabetismo, tanto entre crianças quanto entre jovens e adultos”, destacou Marques.
Atuação integrada
O lançamento do Programa Bahia Alfabetizada também evidenciou a importância da atuação integrada entre diferentes Órgãos e Instituições comprometidos com a melhoria da alfabetização no Estado. Também participaram do lançamento do Bahia Alfabetizada e reforçaram compromisso coletivo com a alfabetização de qualidade, representantes da União Nacional dos Dirigentes Municipais de Educação (Undime), União dos Municípios da Bahia (UPB), União Nacional dos Conselhos Municipais da Educação (Uncme), Conselho Estadual de Educação (CEE), Federação dos Consórcios Públicos do Estado da Bahia (FecBahia), Fórum dos Reitores, Tribunal de Contas do Estado da Bahia, Tribunal de Contas dos Municípios da Bahia, Defensoria Pública do Estado da Bahia, Comissão de Educação da Assembleia Legislativa da Bahia, Fórum Estadual de Educação da Bahia (Feeba) e Sindicato dos Trabalhadores em Educação do Estado da Bahia (Aplb/Sindicato).
