A decisão do governo federal de reduzir a alíquota do Imposto sobre Produtos Industrializados (IPI) para a linha branca em 25% causará perdas de R＄ 1,4 bilhão aos Municípios da Bahia, entre 2022 e 2024. A Confederação Nacional de Municípios (CNM) repudia a medida tomada às vésperas do feriado de carnaval, que retira quase R＄ 15,6 bilhões dos Entes municipais no período.
As perdas anuais dos Municípios baianos, com a estimativa da renúncia do IPI, serão de: R＄ 443,3 milhões (2022), R＄ 475,1 milhões (2023) e R＄ 516,7 milhões (2024). Como o IPI compõe a cesta de impostos compartilhados com os Municípios, sendo parte importante do Fundo de Participação dos Municípios (FPM), a medida causará desequilíbrio orçamentário.
Por se tratar de uma política que fere gravemente o pacto federativo, a CNM denuncia a redução de impostos compartilhados, usualmente utilizada por todos os governos, mas, com grandes prejuízos aos Municípios, inclusive nas ações de custeio e nos investimentos sociais.
Segundo o Decreto publicado pelo Ministério da Economia, estima-se uma redução na arrecadação desse imposto no total de R＄ 19,5 bilhões em 2022. Como os Municípios detêm 24,75% desse recurso, a perda no FPM será de R＄ 4,826 bilhões. O montante representa cerca de 40% de um mês de FPM repassado a todos os 5.568 Municípios.
Diante desse contexto, a CNM ressalta que reforçará atuação no Congresso Nacional no sentido de aprovar matérias que impõem ao governo federal medidas de compensação dos efeitos dessas reduções.
Em nota, o presidente da CNM, Paulo Ziulkoski, destacou que a medida do governo “repete o velho hábito de fazer caridade com o chapéu alheio”.
