Confederação Nacional de Municípios recomenda cautela aos gestores e aponta necessidade de análise de infraestrutura e sustentabilidade financeira

O Projeto Mais Médicos Especialistas, no âmbito do Programa Mais Médicos, está com chamamento público aberto para que os municípios, os Estados e o Distrito Federal manifestem interesse em aderir. Porém, a Confederação Nacional de Municípios (CNM) informou que essa iniciativa pode onerar ainda mais os cofres municipais e, diante disso, orientou cautela aos gestores.
A iniciativa faz parte do Programa Agora Tem Especialistas, instituído pela Medida Provisória 1.301/2025. O Edital de Adesão foi publicado no último dia 12 de junho. A iniciativa é voltada à redução das filas por consultas, exames, cirurgias e tratamentos no Sistema Único de Saúde (SUS).
A Entidade destaca que, ao aderir ao Projeto, os municípios se comprometem, entre outros pontos, a ampliar a Atenção Especializada por meio da formação em serviço; cooperar com o provimento e a fixação de profissionais em áreas carentes; promover a integração entre Atenção Especializada, Atenção Primária e Vigilância em Saúde; e implementar a Política de Educação Permanente em Saúde.
Nesse caso, a Confederação destaca a necessidade de os entes fazerem uma análise detalhada antes de formalizar a adesão. Para a CNM, é necessário, por exemplo, verificar se o município conta com infraestrutura para atuação dos Especialistas, incluindo espaços físicos, equipamentos e insumos.
A Entidade também pontua a importância de avaliar a sustentabilidade financeira da participação, levando em conta custos indiretos e possíveis complementações orçamentárias.
Agora tem Especialistas: o que é?
É um Programa que visa reduzir o tempo de espera em atendimentos realizados pelo SUS. A ação busca também ampliar mutirões, utilizar Unidades Móveis de Saúde, adquirir transporte sanitário e fortalecer o Sistema de Telessaúde.
Entre as metas do Programa, estão a realização de mais de 700 mil cirurgias anuais em Carreatas Especializadas, operacionalizar mais de 6 mil veículos de transporte sanitário, garantir a formação de 4 mil novos Médicos Especializados, além de ampliar o acesso à Radioterapia com 72,6 mil procedimentos anuais.
Segundo o Ministério da Saúde, serão destinados R$ 260 milhões para ampliar o provimento e a formação de Profissionais Especialistas em regiões com menor cobertura assistencial. É o que explica o ministro da Saúde, Alexandre Padilha.
“O Programa pretende usar todos os instrumentos que nós temos enquanto Ministério da Saúde, instrumentos legais, com a Medida Provisória, os processos de pactuação, os recursos do Ministério, os recursos que são e que não são do orçamento do Ministério para estarmos direcionando para a esse esforço”, disse.
