Medida Provisória editada pelo presidente Lula corrige a tabela do IR e eleva isenção para quem ganha até R$ 3.036. Mudança vale para declarações de 2026

O presidente Luiz Inácio Lula da Silva editou a Medida Provisória nº 1.294, que corrige a tabela progressiva do Imposto de Renda. Os novos valores passam a valer em maio deste ano, mas a mudança afeta apenas as declarações que serão feitas em 2026. O Congresso Nacional tem agora 120 dias para analisar a medida.
De acordo com a norma publicada no Diário Oficial da União desta segunda-feira, 14 de abril, brasileiros que ganham até dois salários mínimos por mês (R$ 3.036) seguirão isentos de Imposto de Renda. Para quem ganha acima de R$ 3.036, a tributação começa a incidir em “faixas” – que chegam a um imposto de 27,5% sobre a renda mensal que ultrapassar os R$ 4.664,68.
As pessoas que ganham até dois salários mínimos já eram isentas em anos anteriores. No entanto, o governo precisou atualizar a tabela do IR em razão do novo mínimo de R$ 1.518, estabelecido com a publicação da Lei Orçamentária Anual (LOA) para 2025. Sancionada pelo presidente Lula no último dia 10 de abril, a LOA estabeleceu aumento real de 2,5% em comparação com o valor que vigorou no ano passado, mantendo o compromisso do governo Lula de reajuste do mínimo acima da inflação.
ISENÇÃO ATÉ R$ 5 MIL — Para 2026, o Governo Federal já havia enviado ao Congresso Nacional o Projeto de Lei (PL nº 1087/25) que eleva a isenção do Imposto de Renda para quem ganha até R$ 5 mil por mês. No entanto, o texto ainda vai tramitar pela Câmara dos Deputados e pelo Senado Federal.
DECLARAÇÃO — Até as 10h desta segunda, a Receita Federal havia contabilizado a entrega de cerca de 12,2 milhões de declarações do Imposto de Renda da Pessoa Física (IRPF) 2025, ano-calendário 2024. A expectativa é de que 46,2 milhões de declarações sejam entregues até o fim do prazo. O envio da declaração após 30 de maio estará sujeito a multa.

A declaração é obrigatória para pessoas físicas que receberam em 2024 rendimentos tributáveis acima de R$33.888, assim como aquelas que obtiveram receita bruta da atividade rural acima de R$169.440; operações em Bolsa de Valores acima de R$40 mil, ou menor, se houver ganho sujeito ao Imposto de Renda; e rendimentos isentos ou exclusivos acima de R$200 mil. Pessoas que receberam até dois salários-mínimos mensais durante 2024 (salvo se enquadradas em outro critério de obrigatoriedade) estão isentas da declaração.
Desde 1º de abril, a declaração pré-preenchida do Imposto de Renda 2025 está totalmente disponível para os contribuintes. A declaração apresenta informações sobre rendimentos, pagamentos e deduções, garantindo mais rapidez e segurança no envio. Para acessá-la, é necessário possuir conta gov.br nos níveis ouro ou prata.
OUTRAS MUDANÇAS — A declaração terá poucas mudanças em relação à do ano passado. As principais são as situações em que o contribuinte está obrigado a entregar o documento, por causa do reajuste da faixa de isenção no ano passado.
Em relação às obrigatoriedades, as mudanças foram as seguintes:
- Valor de rendimentos tributáveis anuais que obrigam a entrega da declaração subiu de R$ 30.639,90 para R$ 33.888,00
- Limite da receita bruta de obrigatoriedade para atividade rural subiu de R$ 153.999,50 para R$ 169.440,00
- Quem atualizou valor de bens imóveis e pagou ganho de capital diferenciado em dezembro de 2024 terá de preencher a declaração
- Quem apurou rendimentos no exterior de aplicações financeiras e de lucros e dividendos passou a declarar anualmente
As demais obrigatoriedades foram mantidas.
Outra mudança é a maior prioridade para quem simultaneamente utilizou a declaração pré-preenchida e optou pelo recebimento da restituição via Pix. Até o ano passado, a prioridade era definida apenas com base na utilização de uma das duas ferramentas.
Três campos na declaração foram extintos:
- título de eleitor;
- consulado/embaixada (para residentes no exterior);
- número do recibo da declaração anterior (em declarações on-line).
MULTA — Quem enviar a declaração fora do prazo deverá pagar multa de 1% sobre imposto devido, com valor mínimo de R$ 165,74, ou de 20% do valor devido, prevalecendo o maior valor.
RESTITUIÇÕES — De acordo com documento publicado no Diário Oficial da União (DOU), as restituições (ano-base 2024) serão efetuadas em cinco lotes, no período de maio a setembro de 2025, conforme as seguintes datas:
- primeiro lote: 30 de maio
- segundo lote: 30 de junho
- terceiro lote: 31 de julho
- quarto lote: 29 de agosto
- quinto e último lote: 30 de setembro
Ao considerar as prioridades determinadas por lei, o pagamento das restituições seguirá a seguinte ordem:
- idade igual ou superior a 80 anos
- idade igual ou superior a 60 anos, pessoas com deficiência e pessoas com doença grave
- pessoas cuja maior fonte de renda seja o magistério
- pessoas que utilizaram a declaração pré-preenchida e que optaram por receber a restituição por PIXpessoas que utilizaram a declaração pré-preenchida ou optaram por receber a restituição por PIX
