Apesar da recuperação de 37,8% da demanda de passageiros pagantes transportados pelos ônibus urbanos em 2021 ante o ano anterior, quando comparado com o cenário de 2019, anterior à pandemia, a queda registrada ainda é expressiva, da ordem de 32,6%. Isso equivale a uma redução de 10,8 milhões de viagens realizadas por passageiros pagantes por dia, em todo o país. Os dados fazem parte do Anuário da Associação Nacional das Empresas de Transportes Urbanos (NTU) 2021-2022, divulgado hoje (9), em um seminário do setor na capital paulista.
Segundo a NTU, a análise da demanda se baseia na comparação para os meses de abril e outubro de cada ano. O mês de abril de 2021 registrou recuperação de 119,5% em relação ao mesmo mês do ano anterior, período no qual foram atingidos os maiores índices de isolamento social, resultando em impacto na quantidade de passageiros transportados nas cidades brasileiras. Já no mês de outubro de 2021, houve uma pequena redução de 2,1%, na comparação com o mesmo período do ano anterior.
De acordo com um monitoramento feito pela NTU sobre os impactos da pandemia, de novembro de 2021 a abril de 2022 os níveis mensais de demanda registrados oscilaram entre 66,8% e 71,3%, em relação à situação do período da pré-pandemia.
“Os dados podem indicar um cenário de estabilização do nível de demanda, em patamar próximo a 70% dos níveis de 2019. Não há indicação, até o momento, de que essa perda de passageiros será totalmente revertida, indicando a possibilidade de encolhimento estrutural do setor”, diz a entidade.
Em números absolutos, em 2019, antes da pandemia, eram realizadas 33,2 milhões de viagens por passageiros pagantes por dia no país, número que caiu para 22,4 milhões em 2021 (-32,6%). Quanto aos passageiros equivalentes transportados ou viagens realizadas por veículo, com exceção do ano 2020, tendo em vista que esse foi o ano com maior impacto, em 2021 o indicador mostrou que 251 passageiros foram transportados diariamente, em média, por veículo, tendo em conta a média dos meses avaliados. De 2020 para 2021, houve um acréscimo de 50,5%, embora em relação a 2019 a redução seja ainda alta, de 25,1%.
O anuário indica ainda que a oferta de transporte público por ônibus aumentou 8,5%, em 2021, na comparação com o ano anterior. Já em julho de 2020, pouco mais de quatro meses após o início da pandemia, a oferta do serviço atingiu mais de 70%, da situação observada anteriormente. Em abril de 2022, o nível da oferta subiu para 82,3% do verificado em 2019. “Isso ocorreu porque o setor atendeu às orientações das autoridades sanitárias, em relação à importância de garantir o distanciamento social no interior dos ônibus”, avalia a NTU.
De acordo com o presidente-executivo da NTU, Francisco Christovam, o resultado impressiona pelo impacto negativo. “Os sistemas organizados de transporte público por ônibus urbano, presentes em 2.703 municípios brasileiros, tiveram uma perda acumulada de R$ 27,8 bilhões, do início da pandemia a abril deste ano, segundo revela o levantamento mais recente feito pela associação, que serviu de base para o anuário”.
Ele destaca que a redução da produtividade é uma condição estrutural do setor há anos, independentemente do impacto maior causado pela pandemia. A queda acumulada durante toda a série histórica é de 41,5%. Em relação ao ano de 2019, ainda há baixa de 2,5% da produtividade. De acordo com o anuário, o crescimento de 2021 significa que o setor quase atingiu o nível de produtividade anterior à pandemia.
“As consequências são terríveis para a população e para a economia de todo o país. As pessoas têm à disposição delas uma frota com a maior idade média verificada, em quase três décadas”, ressalta Christovam.
