Os portadores de diabetes mellitus tipo 1, pertencentes à população infantojuvenil, receberão gratuitamente todas as formas de assistência médica e farmacêutica disponíveis e autorizadas pelos órgãos de saúde competentes, inclusive, a bomba de infusão de insulina para seu tratamento, de acordo com o projeto de lei que acaba de ser apresentado pelo deputado estadual Zé Raimundo (PT).
Ele anunciou a sua proposta no plenário da sessão ordinária desta terça-feira, 19, quando pediu atenção dos colegas parlamentares para a questão.“O nosso objetivo é proteger a população infantojuvenil, que receberá todas as formas de tratamento, inclusive o acesso à bomba de infusão de insulina”, defendeu Zé Raimundo.
O PL Nº 25.598/2024 de autoria do petista, determina o público a ser beneficiado conforme oEstatuto da Criança e do Adolescente – ECA, que considera população infantojuvenil as pessoas de até dezoito anos. As despesas decorrentes da lei serão por conta dos recursos previstos para os programas de assistência à saúde do Estado.
O parlamentar acredita que o dispositivo da bomba de insulina será de grande utilidade e segurança para os pais e educadores que lidam com crianças e adolescentes portadores da Diabettes Tipo I, que não tendo produção de insulina pelo próprio organismo passa a aumentar o índice de glicemia ( que é o açúcar no sangue). “A bomba de insulina controla o sistema do portador e, através do celular, pais e educadores podem acompanhar a taxa de açúcar da criança”, explicou.
O funcionamento da bomba de insulina está explicado no PL de Zé Raimundo como um dispositivo eletrônico que, ao conectar-se ao corpo, libera insulina de forma contínua durante 24 (vinte e quatro) horas, de acordo com as necessidades da pessoa. É indicada para portadores de diabetes tipo 1 ou tipo 2, pois mimetiza o funcionamento do pâncreas.“Podendo ser acoplado na cintura ou braço e conectado ao corpo por uma pequena cânula com uma agulha flexível no abdômen, o aparelho é programado para liberar pequenas quantidades de insulina ao longo do dia, continuamente, para manter os níveis de açúcar no sangue dentro dos valores normais, por isso, utiliza insulina de ação rápida e/ou de ação curta”, diz a justificativa. A bomba de insulina, de acordo com o PL, tem como vantagem o fornecimento de quantidades de insulina de forma mais exata e precisa, sem a necessidade de tomar várias injeções de insulina durante o dia.
Essa tecnologia é especialmente útil para crianças e adolescentes, na medida em que, além de reduzir o incômodo da picada da agulha, gera gráficos em tempo real e relatórios mensais, evitando crises de hipoglicemia severa, pois proporciona uma melhor adaptação à rotina diária, facilitando a administração da insulina em momentos de atividade física e durante as refeições.“Trata-se de um dispositivo extremamente relevante para a população infantojuvenil, que necessita preservar o nível estável de insulina para ir à escola, brincar, estudar e se sentir mais inserido em seu meio social”, defende o deputado, que cita o ECA em sua proposta para reforçar que o Poder Público tem o dever de adotar medidas como essa para a melhorar a qualidade de vida das crianças e adolescentes portadoras da diabetes mellitus do tipo 1.
Em sua justificativa, o projeto de Zé Raimundo destaca a estimativa de existência no Brasil de aproximadamente 564 mil 249 pessoas com DM1, sendo 109 mil 827 com idades inferiores a 20 anos e 454 mil 070 com mais de 20 anos de idade. O país portanto, se classifica em terceira colocação entre os países com mais pessoas com diagnóstico de DM1. “Logo, estimando-se esses dados nessa faixa etária, proporcionalmente em relação à Bahia, certamente o ganho social é muito maior do que o impacto financeiro, tendo em vista que as bombas de insulina são bastante eficientes e, infelizmente, não são disponibilizadas pelo SUS, o que leva a uma desigualdade no tratamento”, defende Zé Raimundo.
