Os Centros Integrados de Educação Pública (CIEPs), idealizados por Leonel Brizola,
Darcy Ribeiro e Oscar Niemeyer, representaram uma ruptura profunda no panorama
educacional brasileiro. Não eram meras escolas; eram centros comunitários de formação
integral, onde educação, cultura, saúde, esporte e alimentação se articulavam para
formar cidadãos plenos, críticos e conscientes de seu papel social. Ao conceber espaços
capazes de cuidar do corpo, da mente e da alma, os CIEPs propunham uma educação
emancipadora, capaz de romper ciclos históricos de desigualdade e exclusão.
Essa ousadia era uma ameaça direta às elites brasileiras, cujo poder sempre se sustentou
na manutenção da desigualdade e no controle social por meio da exclusão educacional.
Darcy Ribeiro sintetizou com precisão essa perversidade estrutural: “A crise da
educação no Brasil não é uma crise, é projeto.” Não se tratava de falhas isoladas do
sistema, mas de um arranjo histórico desenhado para manter a população subalterna e
proteger os privilégios concentrados. Ao oferecer educação de qualidade a crianças das
periferias, os CIEPs colocavam em risco a lógica social que garante à elite econômica e
política a reprodução de sua vantagem histórica.
A análise social revela a profundidade desse conflito. No topo da pirâmide, a elite
brasileira monopoliza capital, poder político e prestígio cultural, sobrevivendo da
apropriação imediata de riquezas e sem qualquer projeto de desenvolvimento nacional.
A classe média, como observa Jessé Souza, atua como “capitão-do-mato” dessa elite,
naturalizando privilégios e desigualdades sob o discurso da meritocracia. Para ambos, a
escola pública não poderia ser emancipadora; sua função seria catequizar e domesticar,
mantendo a hierarquia social intacta. Os CIEPs invertiam essa lógica: criavam
ambientes integrados e democráticos, nos quais a educação se tornava instrumento de
autonomia, crítica e participação cidadã.
A pedagogia dos CIEPs, inspirada em Anísio Teixeira, transformava a escola em
comunidade viva, capaz de integrar aprendizado, cultura, esporte e bem-estar. Cada
biblioteca, cada sala de aula e cada campo de esportes eram concebidos para estimular a
criatividade, a solidariedade e a responsabilidade coletiva. A arquitetura de Niemeyer,
aliada à inovação pedagógica de Darcy Ribeiro e à liderança política de Brizola, fez dos
CIEPs símbolos concretos da esperança nacional, provando que investir em educação
integral é investir na soberania de um país.
O ódio das elites aos CIEPs não se dirigia à arquitetura ou à infraestrutura, mas à
possibilidade concreta de emancipação das classes subalternas. Essa educação
transformadora expunha a perversidade histórica das elites brasileiras, herdeiras de uma
sociedade escravocrata e predatória, e sua incapacidade de pensar o país além do saque
imediato. O desmonte dos CIEPs não refletiu falhas pedagógicas, mas a vitória
temporária de uma ordem que teme o conhecimento e o empoderamento popular.
Hoje, os CIEPs permanecem como legado e inspiração. Eles demonstram que a
educação integral, democrática e comunitária não é utopia, mas estratégia de
transformação social. Ensinar com qualidade é emancipar, formar cidadãos capazes de
pensar, agir e intervir no mundo de forma consciente. Cada CIEP era uma possibilidade
de Brasil diferente — mais justo, democrático e soberano — e essa possibilidade, para
as elites, sempre foi intolerável. A memória desses centros nos lembra que a verdadeira
revolução não se dá por leis ou discursos de poder, mas pelo acesso universal à
educação e à cultura, condição essencial para a liberdade e a cidadania.
