A Associação de Comércio Exterior do Brasil (AEB) divulgou nesta quarta-feira (19) a revisão da balança comercial brasileira para o ano de 2023, projetando exportações de US$ 323,937 bilhões, o que representa uma redução de 3% em comparação aos US$ 334,136 bilhões efetivados em 2022. As importações também apresentarão uma queda significativa, com previsão de US$ 237,465 bilhões, representando uma retração de 12,9% em relação aos US$ 272,610 bilhões realizados no ano anterior.
Conforme José Augusto de Castro, presidente-executivo da AEB, a redução nas importações será maior do que nas exportações, resultando em um superávit recorde de US$ 86,472 bilhões em 2023. Essa cifra representa um aumento de 40,5% em relação aos US$ 61,526 bilhões apurados em 2022. Entretanto, Castro enfatiza que esse superávit será negativo, pois será gerado por fatores negativos, não contribuindo para a atividade econômica ou a criação de empregos.
A corrente de comércio, que considera a soma das exportações e importações, também apresentará uma queda, projetada em 7,5%, passando de US$ 606,746 bilhões em 2022 para US$ 561,402 bilhões em 2023.
A revisão anterior da AEB, divulgada em dezembro de 2022, estimava exportações brasileiras de US$ 325,162 bilhões, importações de US$ 253,229 bilhões e superávit de US$ 71,933 bilhões para o ano em questão.
O presidente-executivo da AEB atribui a queda projetada das exportações em 2023, principalmente, à diminuição dos preços no mercado internacional. Segundo ele, os preços têm gradualmente diminuído ao longo deste ano. No caso das importações, o crescimento expressivo em 2022 resultou em ajustes dos preços para se adequar à nova realidade, pois o crescimento interno não justificava o aumento significativo nas importações. A guerra entre Rússia e Ucrânia também influenciou o aumento dos preços de diversos produtos, mas agora esses preços estão sendo normalizados.
Em relação aos principais produtos de exportação do Brasil, a grande maioria (14 de 15) são commodities, com destaque para a soja em grão, que deverá ultrapassar pela primeira vez a marca de US$ 50 bilhões de exportações, apesar da queda de 12,7% nas cotações. A AEB projeta também um recorde de 98 milhões de toneladas de soja em grão exportadas em 2023, um aumento de 24% em relação ao ano anterior.
Por outro lado, 90% das importações brasileiras são compostas por produtos manufaturados, sendo a exceção o carvão. Castro destaca que o crescimento industrial no país pode levar a um aumento nas importações, enquanto uma queda na indústria resultará em redução das importações. Ele ressalta que a indústria vem perdendo participação no PIB brasileiro, o que impacta diretamente as importações.
A projeção da AEB também considera que, apesar de ter reduzido seus efeitos negativos, a pandemia da covid-19 ainda continua afetando a economia e o comércio mundial, com impactos nos níveis de desenvolvimento, empregos e investimentos.
