A Câmara dos Deputados aprovou o projeto de lei que isenta de Imposto de Renda quem ganha até R$ 5 mil por mês e reduz a alíquota para rendimentos entre R$ 5 mil e R$ 7.350. Para compensar esse benefício tributário às faixas de menor poder aquisitivo, o governo optou por aumentar a tributação sobre os que ganham mais, criando um imposto de renda mínimo para as altas rendas (Fonte: Seu Dinheiro).
Esse projeto não deve ser interpretado como uma vitória governamental, mas sim como uma obrigação constitucional, conforme os princípios fundamentais que regem a justiça social e a equidade tributária.
Contudo, como frequentemente ocorre, o governo evita cortar gastos públicos e aciona sua engenhosa máquina de criação de impostos, direcionando a conta para quem tem mais. A euforia de parlamentares com tendências socialistas deve ser vista com reservas: é fácil onerar os chamados “super-ricos” para cobrir déficits, enquanto o próprio Estado não faz o dever de casa e não ajusta suas despesas.
A terminologia “super-ricos” adotada pelo governo carrega uma conotação crítica, simplista e injusta. Muitos que se enquadram nessa faixa construíram suas riquezas com trabalho árduo e sempre contribuíram com impostos. A retórica oficial parece sugerir que ser rico é sinônimo de culpa, quando, na verdade, essa parcela da população é responsável por gerar empregos e fomentar a economia.
Concordo com o deputado Arthur Lira (PP-AL), que afirma: “Quem ganha R$ 50 mil não é super-rico, nem aqui nem em país algum.”
Esse slogan governamental é malicioso, pois induz o cidadão comum a acreditar que os chamados super-ricos não pagam impostos, o que não corresponde à realidade. A honestidade política exige transparência, e não a propagação de narrativas distorcidas.
Reitero: quando o governo não ajusta suas próprias despesas para cumprir seus compromissos, não é justo transferir essa responsabilidade à sociedade por meio de tributos como o IOF.
