Há um certo estranhamento quando lemos sobre nós mesmos pelos olhos de um estrangeiro. É como tomar pé de uma situação tão óbvia como familiar, mas que parece nunca conseguimos observar com clareza. Entretanto, muitas vezes, essa imagem pode ser distorcida pelos piores interesses…
Foi exatamente esse o sentimento ao analisar o recente Relatório Anual de Direitos Humanos do Departamento de Estado dos Estados Unidos, que, em meio a tantas questões nacionais – como o autoritarismo do Judiciário, os riscos à Democracia e o antissemitismo -, dedicou um capítulo nominal à violência policial arbitrária. O documento aponta o dedo para as feridas abertas pela Operação Escudo de 2023 – deflagrada pelo governo paulista na Baixada Santista, citando a atuação da Rota e as inegáveis violações de direitos que ocorreram.
Não quero negar a dor nem os abusos de ambos os lados. Como defensor dos Direitos Humanos, sou o primeiro a afirmar que cada excesso, cada vida ceifada sem o devido processo legal, é uma derrota para o Estado de Direito. Contudo, é preciso pensar além do óbvio e questionar as lentes que guiaram a elaboração deste relatório. Até que ponto a voz da administração Trump, com seus conhecidos interesses geopolíticos, ecoa nesse texto?
O documento tropeça em suas próprias contradições. Ao mesmo tempo em que condena, com razão parcial, a violência da resposta policial, ele parece ignorar a audácia e a brutalidade do crime organizado que a motivou. É como criticar o remédio amargo sem entender a gravidade da doença.
O relatório expõe uma suposta lassidão das autoridades contra o tráfico, mas, paradoxalmente, ataca a operação desenhada para combatê-lo. Essa dualidade sugere que o objetivo talvez não seja uma análise isenta, mas a construção de uma narrativa que sirva a outros propósitos.
Seria ingenuidade não enxergar a possibilidade de que este documento seja uma peça em um tabuleiro maior, uma justificativa prévia para futuras sanções ou para o agravamento de tarifas contra o Brasil. A seletividade com que aliados políticos da atual gestão americana foram poupados de críticas semelhantes reforça a desconfiança de que a régua dos Direitos Humanos é, por vezes, uma ferramenta de pressão política e econômica.
O que a equipe em Washington parece desconhecer é a complexa realidade brasileira, onde a impunidade se tornou uma violação inaceitável e sistêmica aos Direitos Humanos. Em um cenário onde facções criminosas se armam com fuzis e controlam territórios com punho de ferro, a ação policial é empurrada para um limite extremo. Não, a solução nunca será combater a barbárie com mais barbárie. Não se combatem fuzis com rosas, é verdade, mas a resposta tampouco pode ser um Estado que abre mão de sua autoridade legal e entrega seus cidadãos à própria sorte.
O relatório americano, com sua visão superficial, nos presta um desserviço. Ele ignora as causas profundas da nossa violência, a falência de políticas públicas de longo prazo e a angústia de uma sociedade que clama por Segurança e Justiça. Ele nos julga sem verdadeiramente nos enxergar.
Cabe a nós rejeitar o complexo de vira-lata de aceitar diagnósticos estrangeiros como verdades absolutas. Que este relatório, ainda que enviesado, sirva de espelho. Não para aceitarmos a imagem distorcida que ele projeta, mas para nos forçar a encarar nossas próprias contradições e buscar, com nossas próprias mãos e mentes, os caminhos para uma Segurança Pública que seja, ao mesmo tempo, eficiente e humana.
A esperança por um futuro mais justo não pode ser acesa por relatórios de gabinete, mas pela nossa incansável luta diária aqui, em nosso chão.
