A medida provisória que trata do desconto patrocinado de carros populares sustentáveis foi publicada nesta terça-feira (6) com as regras para que o consumidor possa entender e escolher a melhor opção na hora de comprar o zero-quilômetro. O programa para baratear o preço tem validade de quatro meses.
Foram criadas sete faixas de descontos, que vão de 1,6%, equivalente a R$ 2 mil, a 11,6%, somando R$ 8 mil, conforme os critérios de eficiência energética, que inclui fonte de energia e consumo energético; preço do automóvel e densidade produtiva, ou seja, o percentual de utilização de peças de produção nacional.
As faixas são definidas pela pontuação do veículo quando somados todos os critérios. Por exemplo: um veículo híbrido, aquele que usa combustível fóssil e também eletricidade como fonte de energia, e que tem consumo menor que 1,4 megajoules por quilômetro (MJ/Km), soma 50 pontos no fator eficiência energética.
Se o preço desse veículo for de R$ 120 mil, o maior valor para carros na categoria econômica para desconto patrocinado, são somados mais 15 pontos. E se os componentes dele forem 75% produzidos no Brasil, são somados mais 25 pontos (conforme tabela 1).
Nesse caso, os noventa pontos somados classificariam o veículo na primeira faixa, que permite o maior desconto, de R$ 8 mil (conforme tabela 2). O veículo, que inicialmente seria no valor de R$ 120 mil, passaria a custar R$ 112 mil.
