Em 2025, o salário- educação destinará R$ 35,5 bilhões para a educação básica pública. O valor, que será repassado a estados e municípios, poderá ser utilizado em diversas ações de educação, como manutenção das escolas, transporte escolar e equipamentos.
A única exigência é que sejam despesas de manutenção e desenvolvimento do ensino, com restrição do uso para pagamento de pessoal. Os critérios de distribuição dos recursos da Quota Estadual e Municipal do Salário-Educação, bem como a estimativa de repasses aos estados, ao Distrito Federal e aos municípios para o exercício de 2025 foram publicados pelo Fundo Nacional de Desenvolvimento da Educação (FNDE) — autarquia vinculada ao Ministério da Educação (MEC) — na segunda-feira (17), por meio da Portaria n º 167/2025.
O repasse é fruto da arrecadação de empresas vinculadas à Previdência Social, que contribuem com o percentual de 2,5% sobre a folha de pagamento de seus empregados. O valor total arrecadado é destinado à educação básica pública a título de fonte adicional de financiamento.
Do valor da arrecadação líquida do salário-educação, 60% são destinados diretamente aos estados, ao Distrito Federal e aos municípios sob a forma de Quota Estadual e Municipal. Os restantes 40% são destinados ao FNDE, que também reparte esses recursos entre os entes federativos por intermédio das ações educacionais alocadas em seu orçamento.
Os valores foram calculados com base no número de matrículas na educação básica pública, utilizando dados do Censo Escolar de 2024. A estimativa poderá ser ajustada ao longo do ano, conforme a arrecadação da contribuição social efetivada do salário-educação. Em 2025, os estados, o Distrito Federal e os municípios contarão com R$ 21,3 bilhões de Quota Estadual e Municipal. Esse valor é superior ao valor da quota de 2024 em R$ 1,5 bilhão, um aumento de 7,57% em relação ao ano anterior.
Manutenção e desenvolvimento
A Quota Estadual e Municipal deve ser aplicada pelos entes federativos no financiamento de programas, projetos e ações da educação básica. No entanto, esses recursos não podem ser aplicados no pagamento de pessoal e de aposentadorias e pensões, em face de vedação expressa prevista na constituição federal e na Lei nº 9.766/98.
O FNDE é o órgão responsável pelo cálculo dos coeficientes de distribuição da Quota Estadual e Municipal e pelos repasses dos recursos entre os entes federativos, além de prestar assistência técnica visando à sua correta e eficiente aplicação. Os repasses aos entes são realizados em 12 parcelas mensais, de fevereiro de 2025 a janeiro de 2026, até o dia 20 de cada mês.
