O Índice Nacional da Construção Civil (Sinapi) fechou 2022 com elevação de 10,9%. É a segunda maior taxa desde 2014. Em relação ao ano anterior, quando ficou em 18,65%, houve recuo de 7,75 pontos percentuais.
Contribuiu para o resultado a taxa de dezembro, que apresentou variação de 0,08%, ficando 0,07 ponto percentual abaixo da de novembro. Naquele mês, a alta de 0,15% foi o menor índice de 2022 e manteve a tendência de desaceleração no ano. Os dados foram divulgados hoje (10) pelo Instituto Brasileiro de Geografia e Estatística (IBGE).
O gerente do Sinapi, Augusto Oliveira, chamou a atenção para o fato de que mesmo com o resultado de dezembro sendo bem menor que a taxa dos meses anteriores, o acumulado em 2022 ficou abaixo apenas do que foi captado em 2021, com taxa de 18,65%, e pouco acima de 2020, com 10,16%. “Mesmo com quedas recorrentes desde julho, o acumulado no ano ainda tem influência das altas captadas no momento atípico de pandemia”, afirmou.
O custo nacional para o setor habitacional por metro quadrado, que é medido pelo Sinapi, subiu para R$ 1.679,25 em dezembro. Desse valor, R$ 1.001,20 correspondem aos materiais e R$ 678,05 à mão de obra. Em novembro, o custo ficou em R$ 1.677,96.
Segundo o IBGE, a parcela dos materiais que apresentou estabilidade em novembro (0,01%) e outubro (0,04%) teve alta de 0,07% em dezembro. Se considerado o índice de dezembro de 2021, houve queda de 0,69 ponto percentual. Com apenas um reajuste anotado, a parcela de mão de obra avançou 0,08%, ainda assim a menor do ano, sendo também um recuo de 0,27 ponto percentual em relação a novembro, quando ficou em 0,35%.
No acumulado do ano, os materiais atingiram 10,02%. A parcela do custo com mão de obra foi mais elevada e alcançou 12,18%. Em 2021, a parcela dos materiais fechou em 28,12% e a mão de obra em 6,78%.
O gerente do Sinapi destacou que nos últimos meses de 2022, as variações na parcela dos materiais foram com taxas mais próximas às captadas em anos anteriores à pandemia, enquanto 2020, 2021 e os primeiros meses de 2022 sofreram mais fortemente o impacto da situação. No caso da mão de obra, os acordos coletivos influenciaram os resultados. “Em 2022, acordos coletivos passaram a repor os salários das categorias profissionais do segmento da construção civil, que tiveram poucos ganhos nos anos da pandemia. Além disso, o aumento da inflação, base para a reposição dos salários nos dissídios, acabou influenciando os valores acordados”.
Regiões
A maior variação regional em dezembro foi no Norte (0,67%), que registrou avanço em seis dos sete estados. Nas demais regiões, houve quedas de 0,04% na Nordeste e de 0,09% na Sudeste, enquanto tiveram altas o Sul (0,32%) e o Centro-Oeste (0,21%).
Os custos regionais, por metro quadrado, ficaram em R$ 1.697,69 no Norte; R$ 1.560,52 no Nordeste; R$ 1.735,03 no Sudeste; R$ 1.761,89 no Sul e R$ 1.722,72 no Centro-Oeste. A maior taxa para o último mês do ano foi no Piauí que apresentou 2,64%. No acumulado do ano, a taxa alta foi em Mato Grosso (20,52%), que também ficou com a maior taxa no acumulado da parcela dos materiais (22,39%).

O Índice Nacional da Construção Civil é uma produção conjunta do IBGE e da Caixa Econômica Federal. De acordo com o IBGE, as estatísticas do Sinap são fundamentais na programação de investimentos, sobretudo para o setor público. “Os preços e custos auxiliam na elaboração, análise e avaliação de orçamentos, enquanto os índices possibilitam a atualização dos valores das despesas nos contratos e orçamentos”.
