As guerras sempre acompanharam a humanidade. Desde os tempos mais remotos, os conflitos armados surgiram como consequência de disputas por território, poder, recursos naturais ou simplesmente pela intolerância à diferença. Ao longo dos séculos, a sociedade buscou criar mecanismos para impedir sua eclosão ou, ao menos, amenizar seus efeitos. Até agora, porém, nenhuma dessas metas foi plenamente alcançada.

As guerras se manifestam de diversas formas: podem ser conflitos civis internos — muitas vezes disfarçados de revoluções sociais — ou disputas entre nações. Suas motivações são múltiplas: divergências ideológicas, religiosas, étnicas ou econômicas. Nos primórdios, bastava que um povo fosse diferente para justificar sua destruição. Com o passar do tempo, o apetite por riquezas naturais e por territórios impulsionou as colonizações. Os europeus, sobretudo portugueses e espanhóis, foram protagonistas nesse processo. O Brasil é fruto direto dessa história de dominação: símbolo disso é Tiradentes, executado e esquartejado por se opor à exploração de nossas riquezas pela Coroa Portuguesa.

As grandes guerras do século XX — a Primeira e a Segunda Guerra Mundial — ilustram como a ambição imperialista, o nacionalismo exacerbado e a busca por hegemonia resultam em tragédias humanas. Na Segunda Guerra, por exemplo, milhões de judeus, ciganos e minorias foram exterminados por regimes autoritários, e cidades inteiras foram reduzidas a escombros. Desde então, surgiram tratados, convenções e instituições internacionais para tentar impor limites mínimos de humanidade mesmo em tempos de guerra. Mas, na prática, esses protocolos nem sempre são respeitados.

Hoje, a invasão da Ucrânia pela Rússia e o conflito entre Israel e o grupo Hamas são os casos mais visíveis de guerras declaradas. Em Gaza, sob o argumento de retaliar os ataques terroristas, Israel já matou mais de 50 mil pessoas — ou muito mais, dependendo da fonte. As imagens de crianças soterradas, civis em fuga e hospitais em ruínas repetem as tragédias de guerras anteriores. As justificativas mudam; os horrores permanecem os mesmos.

No entanto, é essencial ampliar o conceito de guerra. Nem todo conflito armado depende de declaração oficial, de tanques e de mísseis. Em muitas regiões, a população vive sob domínio de grupos que exercem o poder pela força. No Peru, o Sendero Luminoso espalhou o terror por décadas; na Colômbia, as FARC usaram a luta armada como justificativa para sequestros e assassinatos; na Itália, a Máfia impôs leis paralelas por séculos. No Brasil, há favelas onde milícias ou facções ditam regras à margem do Estado. E, com toda paz do mundo, desde 1997, ininterruptamente, mais de 40 mil pessoas são assassinadas por ano. Nessas realidades, falar em “autodeterminação dos povos” é um conceito vazio: quem determina o destino da população são os chefes armados, não o povo.

É hora de rever a noção de soberania absoluta e de não intervenção, especialmente quando elas servem de desculpa para a omissão diante de populações massacradas, reféns do medo e sem meios de reação. A comunidade internacional precisa se reorganizar, com mecanismos eficazes para intervir onde a barbárie já venceu a civilidade. E cada cidadão, especialmente aqueles que têm voz pública, artistas, atletas, influenciadores, deve pressionar seus governos a agirem. O silêncio também é uma forma de cumplicidade. Não se pode seguir de joelhos, assistindo a atrocidades contra povos que perderam até o direito de determinar seus próprios destinos.
