O Governo Federal anunciou que estudantes com contratos do Fundo de Financiamento Estudantil (Fies) formalizados a partir de 2018 poderão renegociar as suas dívidas. Os beneficiários poderão solicitar a renegociação diretamente junto ao Agente Financeiro do contrato, de 1º de novembro de 2025 a 31 de dezembro de 2026.
A medida é voltada para estudantes que estejam inadimplentes há mais de 90 dias, contados até o dia 31 de julho de 2025. A nova regra prevê o parcelamento do saldo devedor em até 180 parcelas mensais, com valor mínimo de R$ 200 por parcela, e ainda garante desconto de 100% nos encargos moratórios, como juros e multas por atraso.
O Ministério da Educação, por meio do Fundo Nacional de Desenvolvimento da Educação (Fnde), publicou na última sexta-feira (25), em edição extra do Diário Oficial da União (DOU), a Resolução nº 64/2025 que estabelece as condições para a renegociação de dívidas. O objetivo é ajudar os estudantes que enfrentam dificuldades financeiras.
A Resolução esclarece que a renegociação se aplica apenas ao saldo devedor do financiamento, não incluindo valores de coparticipação com as Instituições de Ensino, Seguros Prestamistas ou Tarifas Bancárias. Os débitos com as Instituições deverão ser negociados diretamente com cada Instituição de Ensino Superior.
A renegociação ainda poderá se aplicar aos contratos cuja dívida tenha sido coberta pelo Fundo Garantidor do Fies (FG-Fies), desde que estejam dentro das regras estabelecidas pelo próprio Fundo. A formalização da renegociação será feita por meio de Termo Aditivo ao Contrato original, com a concordância expressa do estudante e, se aplicável, de seus fiadores.
Em caso de inadimplemento das novas condições acordadas, os nomes dos estudantes e fiadores serão incluídos nos cadastros restritivos de crédito. Além disso, ficam suspensas até o fim de 2026 as solicitações para que o FG-Fies honre as dívidas inadimplidas.
AUMENTO DO TETO – Ainda na sexta-feira (25), o Governo Federal aumentou em 30% o teto de financiamento por semestre do Fies para o curso de Medicina. O limite passa a ser de R$ 78 mil semestrais a partir do segundo semestre de 2025, quando será aplicado aos novos contratos formalizados e aos aditamentos de renovação. A medida valerá integralmente a partir do primeiro semestre de 2026.
SOCIAL – Instituído pela Resolução nº 58/2024, o Fies Social visa retomar o papel social do Programa, destinado a atender às necessidades de estudantes de baixa renda. Dessa forma, pretende transformar a sociedade, ao oferecer melhores condições para a obtenção de financiamento estudantil.
FIES – Criado em 2001, o Fies concede financiamento a estudantes de cursos de graduação em Instituições de Educação Superior privadas que possuírem avaliação positiva no Sistema Nacional de Avaliação da Educação Superior (Sinaes) e aderirem ao programa.
