Monitoramento via satélite do MapBiomas emitiu 3.461 alertas desde fevereiro de 2023

A parceria firmada entre o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) e a plataforma MapBiomas para monitorar os biomas brasileiros via satélite já evitou a concessão de cerca de R$ 728 milhões em financiamentos a produtores rurais que tenham propriedades desmatadas ilegalmente. O valor corresponde a 0,92% dos R$ 79,5 bilhões de crédito rural solicitados ao Banco desde fevereiro de 2023, quando a ferramenta foi adotada, até dezembro do ano passado.
Os 3.461 alertas ativos de desmatamento equivalem a 1,12% das quase 309 mil solicitações de crédito rural encaminhadas ao BNDES nesse período. São consideradas de crédito rural as operações dos programas agropecuários do Governo Federal, com juros equalizados; da linha BNDES Crédito Rural e aquelas que tenham marcação de crédito agrícola pelo Banco Central (BC).
Regiões
A região Norte teve o maior percentual de financiamentos evitados (2,1% dos R$ 3,9 bilhões solicitados), com alertas ativos de desmatamento em 2,5% das 6,6 mil solicitações. O Nordeste foi a região que registrou a maior taxa de alertas ativos de desmatamento (2,76% das mais de 8,4 mil solicitações), tendo sido bloqueados 1,7% dos R$ 5,5 bilhões solicitados.
A região Sudeste, por sua vez, apresentou os menores indicadores, com bloqueio de 0,4% dos R$ 13,9 bilhões solicitados e alertas de desmatamento em 0,3% das 42,1 mil solicitações. O Centro-Oeste registrou bloqueio de 0,8% dos R$ 18,1 bilhões solicitados e alertas de desmatamento em 1% das 20,2 mil solicitações, enquanto a região Sul teve evitados 0,9% dos R$ 37,6 bilhões solicitados e apresentou 1,2% das 231,5 mil solicitações com alertas de desmatamento.
O Estado do Amazonas teve os maiores percentuais, com 6,38% de alertas de desmatamento em 47 solicitações de crédito rural e 12,67% de financiamentos evitados dos quase R$ 13 milhões solicitados. Entre todos os entes federativos, o Distrito Federal e o Amapá foram os únicos que não tiveram alertas.
2024 – Somente no ano passado, os financiamentos evitados somaram R$ 393 milhões, o que representa 0,9% dos R$ 43,6 bilhões de crédito rural solicitados ao Banco. Os 2.090 alertas ativos de desmatamento correspondem a 1,21% das mais de 173 mil solicitações encaminhadas ao BNDES em 2024.
Ferramenta tecnológica
A plataforma MapBiomas é capaz de validar alertas de desmatamento por meio de imagens de alta resolução e produzir laudos de constatação de desmatamentos recentes. A integração totalmente automatizada dos dados do MapBiomas com a plataforma operacional do BNDES permite ao Banco, inclusive, monitorar operações já contratadas, cujas propriedades rurais estão registradas no Sistema Nacional de Cadastro Ambiental Rural (SICAR) do Ministério da Agricultura e Pecuária.
“A integração dos alertas de desmatamento do MapBiomas com a plataforma operacional do BNDES nos permite atuar de forma ágil e precisa na análise dos financiamentos. Dessa forma, evitamos que recursos públicos incentivem práticas que comprometam a preservação ambiental, ao mesmo tempo que garantimos segurança jurídica e previsibilidade para os produtores que operam dentro da legalidade”, afirmou a diretora de Crédito Digital para MPMEs do BNDES, Maria Fernanda Coelho.
Normativos
O BNDES tem por norma não contratar operações de crédito rural cujo beneficiário final tenha embargos vigentes listados pelo Instituto Brasileiro do Meio Ambiente e Recursos Naturais Renováveis (Ibama) em qualquer propriedade, mesmo que não seja a beneficiada pelo financiamento, sem adoção de medidas efetivas de regularização. A exigência do Banco é mais rígida que a do Manual de Crédito Rural (MCR), do BC, que veda a concessão de crédito rural para produtores rurais com embargos localizados somente na propriedade beneficiada.
Em caso de embargo vigente após a contratação, a liberação de recursos é suspensa até o protocolo de documentos para regularização perante o órgão ambiental. Se isso não ocorrer em até 12 meses, a operação é liquidada antecipadamente. Caso alguma medida de regularização pactuada pelo cliente com o órgão ambiental competente for descumprida, a instituição financeira credenciada para repassar os recursos do BNDES deve liquidar a operação antecipadamente em até 30 dias.
