Em Sessão Especial realizada nesta segunda-feira (18), a Câmara Municipal de Vitória da Conquista encerrou a etapa de escuta social voltada à reforma da Lei Orgânica do Município. Ao longo de seis encontros, representantes do Poder Público, Sindicatos, Conselhos Municipais, Entidades de Classe, Clubes de Serviço e lideranças comunitárias e empresariais contribuíram com propostas para atualizar o principal marco institucional da cidade.
O presidente da Comissão Especial encarregada de readequar e atualizar a Lei Orgânica Municipal , vereador Luís Carlos – Dudé – Batista de Oliveira (UB), destacou o caráter coletivo da construção do novo texto. “A Lei Orgânica não é refeita anualmente; ela tem um horizonte de cerca de dez anos. Foi um trabalho feito a várias mãos, ouvindo todos os segmentos da sociedade. É essa Lei que vai direcionar os destinos de Vitória da Conquista”, afirmou.
Entre os avanços propostos estão a inclusão de políticas públicas voltadas às mulheres, o cumprimento das emendas impositivas e o fortalecimento do turismo local. O texto será entregue aos vereadores no próximo dia 22 para avaliação e possível aprovação.
O advogado e Consultor Legislativo Matheus Silva Souza, que acompanha o processo desde o início, ressaltou a importância da reforma da Lei Orgânica Municipal. “Estamos diante de uma atualização que se assemelha à elaboração de uma Constituição Municipal, alinhada à Carta Federal e às demandas atuais da sociedade conquistense.”
A próxima etapa do processo será a análise da reforma do Regimento Interno da Câmara Municipal, ampliando o debate sobre o funcionamento do Legislativo. A expectativa é que o novo texto da Lei Orgânica seja votado até meados de setembro.

Durante a Sessão Especial que marcou o encerramento da escuta social sobre a reforma da Lei Orgânica de Vitória da Conquista, o presidente da Câmara Municipal, vereador Ivan Cordeiro da Silva Filho (PL), ressaltou a importância da participação cidadã no processo legislativo. “Foi um processo longo, de muito diálogo e interação com Conselhos Municipais, Entidades, o Poder Executivo, a OAB e toda a sociedade. A participação popular é pilar da democracia e garante uma Lei mais justa e clara”, afirmou. O Projeto, pontua o presidente da Casa, será apresentado em plenário para apreciação e votação, com previsão de conclusão até meados de setembro.
A Corregedora da Casa Legislativa, vereadora Márcia Viviane de Araújo Sampaio (PT), também celebrou o envolvimento da população e o esforço da Comissão Especial. “Foi um trabalho árduo, com Plenárias e Audiências Itinerantes para estimular a participação popular. A revisão da Lei Orgânica é de grande importância para Vitória da Conquista”, destacou. Entre os avanços, ela citou a inclusão de um capítulo específico sobre os Direitos das Mulheres — ausentes na versão de 1990 — e o reconhecimento de Povos Tradicionais e Quilombolas, ampliando o alcance social da nova legislação.
A proposta segue agora para finalização e encaminhamento à Mesa Diretora, que será responsável por pautar a votação em plenário. A Câmara mantém aberto o Canal de Sugestões no site institucional até o próximo dia 20 (quarta-feira), reforçando o compromisso com a escuta democrática e a transparência legislativa

Durante a Sessão Especial que marcou o encerramento da escuta pública sobre a reforma da Lei Orgânica de Vitória da Conquista, diversos vereadores ressaltaram o caráter histórico, democrático e inclusivo do Processo Legislativo que atualiza a principal norma institucional do município.
O vereador Fernando – Jacaré – Vasconcelos Silva (PT) enfatizou que a reforma vai além de um documento jurídico, representando o futuro da cidade. “A transparência foi essencial e abriu espaço para a democracia. A população teve vez e voz, contribuindo diretamente com o destino de Vitória da Conquista”, afirmou.
Luciano Gomes Lisboa (PCdoB) classificou o momento como desafiador e histórico, elogiando o trabalho técnico da Comissão Especial e parabenizou o advogado Matheus Silva Souza, que assessorou os trabalhos. “A atualização é necessária para enfrentar os novos tempos. Parabenizo o Dr. Matheus Souza e sua equipe pela seriedade e competência”, disse.
Ricardo – Gordo – Santos Costa (PSB) destacou os avanços sociais da nova proposta, como a inclusão de mulheres, minorias e pessoas com deficiência. Ele também manifestou solidariedade às vítimas de violência e reforçou seu compromisso com a proteção dos cidadãos.
Hermínio Oliveira Neto (Progressistas) celebrou a inclusão das emendas impositivas, que no seu entendimento fortalecem o papel do Legislativo Municipal, e defendeu a ampla distribuição da nova Lei para Escolas e Instituições, visando a conscientização popular.
Joventino Paulo – Paulinho – Oliveira Silva (PSDB) apontou o alcance de longo prazo da reforma, projetando seus efeitos para os próximos 10 a 15 anos. “É uma honra fazer parte desta Legislatura. O trabalho está apenas começando”, declarou.
Márcio – de Vivi – Viana Mendes (PSD) elogiou a transparência e o alcance das discussões, especialmente nas zonas rurais. Ele cobrou o cumprimento da gratuidade no transporte público para idosos e pessoas com deficiência em todas as regiões do município.
Anderson Ribeiro Alves (PCdoB) reforçou que os avanços são fruto da participação coletiva, com destaque para temas como preservação ambiental e direitos das minorias.
Antônio Ricardo – Babão – Pereira dos Santos (PCdoB) valorizou a liderança do presidente da Câmara Municipal, vereador Ivan Cordeiro da Silva Filho (*PL), e a importância da reforma da Lei Orgânica Municipal. “Menos de sete meses e já vemos transformações significativas. Esta legislatura fará história”, afirmou.

Representando o Executivo Municipal, o titular da Casa Civil do Governo Municipal, [Coronel] Ivanildo da Silva, classificou o momento como histórico e reafirmou o compromisso da gestão municipal com o processo. “A Lei Orgânica é fundamental para nossa cidade e precisa estar à altura de Vitória da Conquista e do seu Legislativo. Em nome da prefeita Sheila Lemos, reafirmo que o Executivo caminha junto nesse processo, porque a atualização trará mudanças importantes e positivas para o município. Essa reforma só cumpre seu papel quando envolve vereadores, Governo e, principalmente, a população”, declarou.
Já o Inspetor Chefe do Crea/BA Vitória da Conquista, Raoni da Silva Correia, ressaltou que o crescimento urbano exige planejamento e participação popular. “O debate é fundamental porque trata de avanços em infraestrutura, saneamento e planejamento urbano. Vitória da Conquista vive um momento de crescimento que precisa ser discutido e planejado com a participação popular. Esse processo nos traz esperança para os próximos dias”, ressaltou.
