Por Andréa Póvoas – Ascom/CMVC
A Câmara Municipal de Vitória da Conquista realizou na manhã desta quinta-feira (24) sessão pública de sorteio para composição da Subcomissão Técnica responsável pela análise e julgamento das propostas técnicas em nova concorrência pública, conforme estabelece o Decreto nº 4.490/2024. A medida visa garantir maior transparência, imparcialidade e tecnicidade ao processo licitatório, especialmente em áreas que envolvem comunicação, publicidade e marketing.
Conforme prevê o edital, a Subcomissão Técnica é composta por três membros, escolhidos por meio de sorteio público realizado após a publicação de chamamento, conforme previsto no Anexo X do documento. O sorteio ocorreu entre uma lista de nove nomes previamente cadastrados, sendo três convidados externos — sem qualquer vínculo com a Câmara — e seis profissionais atuantes no órgão legislativo.
A seleção respeitou a proporcionalidade estabelecida pela Lei nº 12.232/2010, garantindo a presença de dois servidores da Casa e um membro externo, denominado “Convidado”. Este último não mantém vínculo funcional ou contratual, direto ou indireto, com a Câmara Municipal. O processo contou com ampla publicidade e participação social.
Todos os membros sorteados deverão assinar um termo de confidencialidade, assegurando o sigilo das informações analisadas durante o julgamento das propostas. A Subcomissão Técnica atuará de forma independente e com igualdade de poderes entre seus membros, independentemente de seu vínculo com a Câmara Municipal.
Com vínculo institucional, foram sorteados Guilherme Barbosa Nunes (jornalista) e Giselle Trindade Rocha (assessora de imprensa), ficando na suplência Renan Bruno de Oliveira Silva, Emerson Manuel Ferreira da Silva, Mateus Santos Teixeira (ambos assessores parlamentares) e Andréa Lima Póvoas (assessora de imprensa). Sem vínculo institucional, Gabriela Cardoso Couto, ficando na suplência Cristiane Rodrigues Santana Saraiva e Carlos Henrique dos Santos (jornalistas).
A 1ª sessão do certame referente a concorrência ocorrerá no próximo dia 30 de abril, às 14h no Plenário Carmem Lúcia e será aberta ao público. Com essa iniciativa, a Câmara reforça o compromisso com a legalidade e com a adoção de critérios técnicos e objetivos na contratação de serviços especializados, promovendo uma concorrência justa, eficiente e com foco na qualidade da administração pública.
