Resolução que cria o PBP-PMM está publicada no DOU desta segunda-feira

Estudantes em situação de vulnerabilidade socioeconômica, matriculados em cursos de Medicina credenciados pelo Mais Médicos, vão ter auxílio mensal do Governo Federal para ajudar a custear a vida acadêmica e social para que possam permanecer estudando até a conclusão do curso.
Com esse objetivo, o Ministério da Educação (MEC) criou o Programa de Bolsa Permanência no âmbito do Programa Mais Médicos (PBP-PMM). A Portaria nº 655/2025 que institui o auxílio está publicada no Diário Oficial da União desta segunda-feira (22).
Quem tem direito
O requisito básico para receber o auxílio financeiro é estar inscrito no Cadastro Único para Programas Sociais do Governo Federal (CadÚnico) com registro ativo e atualizado.
No caso de cursos de Medicina de Instituições Particulares, o estudante deve ser bolsista integral, com o benefício oferecido pela própria Faculdade.
Para ser elegível, ele precisa estar matriculado em um curso de Medicina credenciado pelo programa Mais Médicos não pode:
- ter concluído nenhum outro curso de Ensino Superior;
- ser beneficiário do Programa Bolsa Permanência de Instituições Federais de Ensino Superior (IFES), com matrícula ativa em curso de Medicina de Universidades Federais;
- ultrapassar a renda familiar bruta mensal por pessoa de 1,5 salário mínimo, ou seja, R$ 2.277, em 2025.
Cadastro
O estudante interessado em concorrer à bolsa PBP-PMM deverá se cadastrar no Sistema de Gestão da Bolsa Permanência (SISBP), e anexar os documentos que comprovem a renda familiar por pessoa; a matrícula ativa em curso de Medicina autorizado. O acesso ao SISBP precisa ser feito com um conta do portal Gov.br. É necessário também assinar o Termo de Compromisso, disponibilizado no anexo II da mesma Portaria.
Seleção dos estudantes
De acordo com a Portaria, a seleção dos estudantes no PBP-PMM deverá ser feita pelas Instituições de Ensino Superior (IES).
No processo de seleção, os critérios publicados na Portaria MEC estabelecem que as Instituições de Ensino deverão selecionar os estudantes com menor renda familiar. E dentro de cada uma das faixas de renda bruta mensal familiar per capita, a prioridade é para quem estudou o Ensino Médio em Escolas Públicas.
As Universidades Federais deverão priorizar os que entraram no Ensino Superior por cotas de vulnerabilidade social.
O PBP-PMM abrangerá alunos de cursos de medicina de Universidades Federais e de Instituições de Ensino Superior Privadas.
A participação no PBP-PMM deverá ser formalizada pela Instituição de Ensino Superior mediante a assinatura de Termo de Adesão, conforme a nova legislação.
Valor e pagamento
O valor da bolsa será definido pelo MEC e pelo Fundo Nacional de Desenvolvimento da Educação (FNDE), e não será inferior ao valor de uma bolsa de iniciação científica (atualmente, em R$ 700).
A bolsa pode ser acumulada com outras bolsas acadêmicas, desde que o total recebido pelo estudante não ultrapasse 1,5 salário mínimo por mês.
O pagamento será feito diretamente pelo FNDE ao beneficiário, após a Instituição de Ensino homologar mensalmente a matrícula e a situação do aluno matriculado.
Suspensão ou cancelamento
A bolsa PBP-PMM pode ser cancelada se o estudante:
- trancar ou suspender a matrícula no curso;
- perder a bolsa integral em uma Faculdade particular;
- trocar de curso ou Faculdade onde foi originalmente selecionado;
- tiver o rendimento acadêmico insuficiente (aprovação em menos de 75% das disciplinas);
- ultrapassar dois semestres do prazo previsto para a conclusão do curso;
- receber outra bolsa de permanência federal (a bolsa IFES);
- fornecer informações ou documentos falsos.
