O Brasil tem, atualmente, 1.364 municípios com reconhecimento federal de situação de emergência devido a desastres naturais. Com isso, estão aptos a solicitar recursos do Ministério da Integração e do Desenvolvimento Regional (MIDR) para atendimento à população afetada, restabelecimento de serviços essenciais e reconstrução de infraestrutura pública danificada.
Estão na lista cidades dos estados do Amazonas, Pará, Maranhão, Ceará, Piauí, Bahia, Rio Grande do Norte, Pernambuco, Paraíba, Sergipe, Alagoas, Mato Grosso, Minas Gerais, Espírito Santo, São Paulo, Rio de Janeiro, Paraná, Santa Catarina e Rio Grande do Sul. Neste ano, o MIDR autorizou o repasse de mais de R$ 155,2 milhões para ações de resposta e reconstrução em vários desses municípios. Uma das cidades beneficiadas foi São Sebastião, no litoral paulista, que foi atingida por fortes chuvas nos dias 18 e 19 de fevereiro. Serão mais de R$ 7 milhões para a compra de cestas básicas e kits de limpeza, higiene pessoal e dormitório, além de colchões e combustível, atendendo mais de 73,8 mil pessoas.
Bertioga, Ubatuba e Caraguatatuba também receberem repasses do Governo Federal. A primeira cidade foi beneficiada com R$ 898,8 mil. A segunda, com R$ 284,8, e a terceira com R$ 1,3 milhão. Todas, fortemente castigadas pelas chuvas, vão usar os recursos na compra de cestas básicas, kits de limpeza, dormitório, higiene pessoal, colchões, locação de quatro veículos do tipo pick-up e combustível. A ação vai beneficiar mais de 114 mil pessoas.
Waldez Góes, ministro da Integração e do Desenvolvimento Regional, enfatiza de que forma os repasses podem ser aplicados. “Os recursos da Defesa Civil podem ser empregados naquele primeiro momento que acontece o desastre para fazer assistência humanitária, pra dar kits de higiene, alimentação para as pessoas que foram atingidas, que enfrentam as consequências daquele desastre, bem como pra restabelecimento dos serviços essenciais, como, por exemplo, abastecimento de água e desobstrução de vias públicas. Além disso, nós também podemos utilizar o os recursos da Defesa Civil para fazer reconstrução de infraestruturas públicas destruídas pelo desastre ou ainda de habitações destruídas pelo desastre”, ressaltou o ministro Waldez Góes.
Como solicitar recursos federais para ações de defesa civil
Cidades em situação de emergência ou estado de calamidade pública reconhecido pela Defesa Civil Nacional estão aptas a solicitar recursos do Ministério da Integração e do Desenvolvimento Regional (MIDR) para atendimento à população afetada.
As ações envolvem socorro, assistências às vítimas, restabelecimento de serviços essenciais e reconstrução de infraestrutura destruída ou danificada. A solicitação deve ser feita por meio do Sistema Integrado de Informações sobre Desastres (S2iD).
Com base nas informações enviadas, a equipe técnica da Defesa Civil Nacional avalia as metas e os valores solicitados. Com a aprovação, é publicada portaria no DOU com a valor ser liberado.
