Iniciativa do Ministério da Saúde beneficiará 1.304 municípios brasileiros, ampliando o acesso a alternativas terapêuticas no Sistema Único de Saúde (SUS)

1.304 municípios brasileiros receberão R$ 30 milhões do Ministério da Saúde para ações com plantas medicinais e fitoterápicos no Sistema Único de Saúde (SUS). O repasse será realizado em parcela única. A iniciativa busca promover o uso sustentável da biodiversidade, fortalecer a cadeia produtiva e ampliar o acesso da população a alternativas terapêuticas.
De acordo com a Política Nacional de Plantas Medicinais e Fitoterápicos (PNPMF), os municípios poderão aplicar os recursos em:
- Compra de fitoterápicos industrializados ou manipulados;
- Manipulação/preparação de fitoterápicos;
- Cultivo de espécies de plantas medicinais;
- Promoção de formações e divulgações relacionadas às plantas medicinais e fitoterápicos;
- Realização de capacitações e oficinas (profissionais e comunidade);
- Pesquisa, desenvolvimento e inovação no setor de plantas medicinais e fitoterápicos;
- Entre outras ações.
Dados divulgados pelo Ministério da Saúde mostram que, dos 5.570 municípios brasileiros, 1.375 foram considerados elegíveis, representando 24,7% do total. Devido à limitação orçamentária, 1.304 cidades foram priorizadas, seguindo os critérios estabelecidos na Portaria GM/MS nº 5.619/2024. Foram selecionados os municípios que enviaram informações sobre a movimentação de fitoterápicos ao Ministério da Saúde por meio da Base Nacional de Dados de Ações e Serviços da Assistência Farmacêutica (Bnafar).
Entre as Unidades da Federação (UFs) contempladas estão Santo Antônio do Içá (AM), Mata Grande (AL), Lagoa do Ouro (PE), Japorã (MS), São João das Missões (MG), Bom Jardim (MA), Alto Alegre (RR), Presidente Jânio Quadros (BA) e Campos Lindos (TO). A lista completa está disponível no portal da Pasta.
A publicação da Portaria de Habilitação dos Municípios selecionados deve ser divulgada nos próximos dias.
Os valores repassados serão definidos com base no Índice de Desenvolvimento Humano Municipal (IDHM), seguindo as classificações:
- IDHM muito baixo: R$ 1,00 por habitante;
- IDHM baixo: R$ 0,80 por habitante;
- IDHM médio: R$ 0,60 por habitante;
- IDHM alto: R$ 0,50 por habitante;
- IDHM muito alto: R$ 0,20 por habitante.
O cálculo dos recursos será feito com base na população de cada UF, conforme os dados do Censo Demográfico de 2022 do IBGE.
Ainda há previsão de novos investimentos no setor por meio do Plano Plurianual (PPA) 2024-2027.
