Atingir as metas definidas pela Lei nº 14.026/2020 – Novo Marco Legal do Saneamento Básico – que estabelece a universalização dos serviços até 2033, não está sendo uma tarefa fácil. Mas, em um cenário de dificuldades e entraves políticos, foi possível encontrar 3 municípios brasileiros alinhados com as metas de universalização: Maringá (PR), São José do Rio Preto (SP) e Campinas (SP). Uma pesquisa do Instituto Trata Brasil mostra que os entes são destaques entre as 100 cidades mais populosas do país.
Para a diretora e secretária executiva do Instituto Viva Cidades, Bia Nóbrega, esse resultado mostra que existem regiões fazendo “o dever de casa” priorizando o tema, enquanto outras precisam de mais atenção.

“Se a gente não tiver investimento e não falar de investimento, seja do público, seja do privado, no longo prazo, é muito difícil falar que os municípios vão estar satisfeitos, que é muito claro e todo mundo tem isso de uma maneira bem estabelecida, que é investimento que vai resolver o acesso de água e esgoto”, analisa.
Bia Nóbrega acrescenta que esses investimentos precisam ser robustos “Eles precisam ser feitos e eles precisam ser coordenados de uma maneira eficiente para que a gente alcance a universalização”, pontua.
Exemplo a ser seguido
A presidente executiva do Instituto Trata Brasil, Luana Pretto, diz que o Ranking do Saneamento funciona como um termômetro para as capitais brasileiras, como também para os municípios. Os resultados servem como referência e incentivo para que outros se espelhem no bom trabalho desenvolvido.
“Nesta edição, é observado que, além da necessidade de os municípios alcançarem o acesso pleno do acesso à água potável e atendimento de coleta de esgoto, o tratamento dos esgotos é o indicador que está mais distante da universalização nas cidades, mostrando-se o principal gargalo a ser superado”, ressalta.
Segundo Luana Pretto, é importante concentrar os esforços na melhoria da infraestrutura básica. “Isso resulta em benefícios sociais, econômicos e ambientais”, considera.
Ranking do Saneamento 2024
De acordo a pesquisa Ranking do Saneamento 2024, do Trata Brasil, foram avaliados os indicadores de saneamento das 100 cidades mais populosas que alcançaram a pontuação máxima e, consequentemente, a universalização do saneamento – feito alcançado pela primeira vez na história do Ranking.
O Ranking é composto pela análise de três “dimensões” distintas do saneamento básico de cada município: “Nível de Atendimento”, “Melhoria do Atendimento” e “Nível de Eficiência”.
