Frente Nacional dos Consumidores de Energia (FNCE) estima a elevação do custo de energia em 9% nos próximos 25 anos se vetos às emendas na Lei das Eólicas Offshore forem derrubados pelo Congresso Nacional.

A conta de luz do brasileiro pode ficar mais cara pelos próximos 25 anos, com valores que poderão ser comparados à tarifa de bandeira vermelha patamar 2, ou seja, aquela praticado em período de estiagem máxima. Isso pode acontecer, caso senadores e deputados derrubem o veto presidencial às emendas presentes na Lei 15.097/25, conhecida como a Lei das Eólicas Offshore. O alerta é da Frente Nacional dos Consumidores de Energia (FNCE), que estima um custo anual de R$ 20 bilhões nas contas até 2050, gerado pelas emendas.
Segundo a FNCE, esse custo equivale a R$ 7,63 para cada 100kwh consumidos, praticamente o mesmo valor da tarifa estabelecida pela Agência Nacional de Energia Elétrica (Aneel) para a bandeira vermelha 2, que é R$ 7,87/100Kwh. Na bandeira vermelha 1 são cobrados R$ 4,46/10 kwh e na amarela R$ 1,88/10Kwh.

O impacto da eventual derrubada dos vetos traria um aumento de cerca de 9% na conta de luz que recebemos em casa. Para o cidadão, o custo é cobrado duas vezes já que, além da conta que chega na residência todo mês, todos os produtos e serviços têm seus preços impactados pelo aumento da energia. Alimentos como pão, carne e leite estão entre os itens que poderão ficar mais caros caso o Congresso Nacional derrube os vetos às emendas na Lei das Eólicas Offshore.
Para o presidente da Frente Nacional dos Consumidores de Energia (FNCE), Luiz Eduardo Barata, o alto custo significa uma tarifa mais alta de energia nas próximas duas décadas.
“Quando fizemos então, uma avaliação do que isso significava, chegamos à conclusão que isso significa 25 anos de um custo adicional equivalente à bandeira vermelha 2. corresponde ao impacto de uma bandeira vermelha 2 por 25 anos.”
Para Mónica Banegas, especialista em Justiça Energética do Instituto Pólis —organização não governamental (ONG) que atua na área de políticas públicas para baixa renda — este aumento vai impactar, sobretudo, quem ganha menos.
“As famílias de baixa renda acabam sendo afetadas de uma forma ainda mais negativa. Se a conta de luz já é pesada para as famílias, de forma geral, para as de baixa renda essa conta é ainda mais pesada. Então, quando a gente fala sobre um potencial aumento na conta de luz, são essas famílias que vão sofrer mais ainda, independentemente da região que elas estiverem”, destaca Mónica .
Para a especialista, as famílias já estão tendo, hoje, dificuldade de arcar com despesas básicas e qualquer tipo de aumento na energia vai impactar de forma negativa a população.
“Estamos discutindo o aumento num momento em que deveríamos estar debatendo uma solução que reduzisse a conta de luz efetivamente, para que as pessoas possam viver com mais dignidade, e não o contrário”, argumenta a especialista.
Do que se tratam as emendas ‘jabutis’
As emendas ‘incluídas na Lei das Eólicas Offshore tratam de temas sem relação com a proposta original do projeto, cujo objetivo é regular a produção de energia eólica em alto mar. Por isso essas emendas são chamadas de “jabutis”. Neste caso esses jabutis determinam o pagamento de subsídios e a contratação obrigatória de uma série de usinas, inclusive de gás natural e carvão. Esses custos previstos nas emendas vetadas, além de encarecer a conta de luz, ainda vão de encontro à agenda climática e podem trazer prejuízos significativos aos consumidores brasileiros.
Com o texto de volta ao Congresso Nacional, com previsão de análise em abril, há risco de que os vetos sejam derrubados pelos parlamentares e, se isso acontecer, os jabutis voltam ao texto. Somados todos esses jabutis, o impacto financeiro pode chegar a R$ 545 bilhões, até em 2050

A FNCE trabalha no Congresso Nacional para manter a lei como está, com a manutenção dos vetos às emendas. Mas o cidadão, consumidor de energia, que vai ser o principal impactado pelo aumento na conta de luz caso os vetos sejam derrubados, também pode fazer sua parte. Procurar os parlamentares demonstrando preocupação com estes impactos, é uma das forças que a população tem para defender seus interesses e tentar evitar mais um aumento na inflação, defende o presidente da Frente, Luiz Eduardo Barata.
“O que é importante é que os cidadãos, sensibilizados com essa ameaça, procurem os senadores e deputados de seus estados e cobrem deles que votem pelos consumidores e que mantenham os vetos das emendas à Lei das Eólicas Offshore. Isso está nas mãos dos senadores e deputados. Eles são os nossos representantes e se nós temos uma compreensão do que deve ser feito, nós devemos transmitir isso a eles e eles devem tomar uma decisão”, orienta o presidente da Frente.

Bandeiras tarifárias
A matriz energética brasileira é prioritariamente hidrelétrica — 65% da energia que consumimos vem da água. Em função disso, quando passamos por estiagem ou quando a demanda por energia é maior (em períodos mais quentes do ano, por exemplo) é preciso ativar mais usinas termelétricas para gerar eletricidade, e essas usinas têm o custo de operação maior do que as hidroelétricas. Por isso, o sistema de bandeiras tarifárias é usado, para sinalizar aos consumidores o custo real de geração de energia, e, dessa forma, cada um pode adaptar seu perfil de consumo e equilibrar as contas, se assim desejar.
