Na Sessão Ordinária do último dia 02, a Câmara Municipal de Guanambi aprovou o Projeto de Resolução nº 10/2025, de autoria da Comissão Especial composta pelos vereadores Belonizio – Tião – Nunes Araújo (PSB), Joventino Rodrigues – Neto de Dim – Malheiros Neto (Avante) e Natanael – Pretinho – Santos Souza (Avante), que visa regulamentar de forma mais rígida a concessão de Títulos Honorários aos cidadãos e Instituições do município. A iniciativa busca garantir maior transparência, critérios objetivos e evitar concessões indiscriminadas que possam comprometer a credibilidade das honrarias.
A Resolução aprovada estabelece requisitos claros para a concessão de Títulos Honorários, incluindo avaliação de mérito, tempo de residência ou contribuição significativa à comunidade. Além disso, o Projeto prevê a criação de uma Comissão Especial específica, a ser criada pelo presidente da Casa Legislativa, que será responsável por análise e recomendação dos pedidos de concessão de Título ou Medalha comemorativa, no prazo de até trinta dias, antes da matéria ser submetida ao Plenário.
Além da criação da Comissão Especial para análise das propostas, o Projeto faz importantes mudanças na legislação até então vigente, entre as quais, a proibição de homenagear pessoas que estejam exercendo cargos públicos nos Poderes Executivo, Legislativo ou Judiciário, seja por eleição ou nomeação. Outra alteração significativa refere-se ao limite de propostas que cada vereador pode apresentar. A partir de agora, cada parlamentar poderá ser o primeiro signatário de até oito Projetos de Concessão de Honrarias ao longo de todo o mandato, sendo permitida a apresentação de até quatro propostas nos dois primeiros anos e mais quatro nos dois últimos anos da legislatura.
O novo texto também reforça a necessidade de vínculo (do homenageado) com o município. Para que alguém seja homenageado com base na atuação pública, é obrigatório que a pessoa resida ou tenha uma relação comprovada com Guanambi por um período mínimo de um ano. Além disso, tornou-se obrigatória a apresentação de Certidões Negativas de Antecedentes Criminais nas esferas Federal, Estadual e, quando aplicável, Militar, garantindo que apenas pessoas com conduta ilibada recebam tais honrarias. A Resolução também estabelece a proibição da concessão e entrega de Títulos Honorários durante os noventa dias que precedem e sucedem as eleições municipais, visando impedir que essas homenagens sejam utilizadas para fins políticos durante o período eleitoral.
Autoridades, representantes de Entidades da sociedade civil e populares ouvidos sob reserva pelo JS, destacaram a importância da Resolução como um avanço na gestão pública guanambiense, promovendo maior rigor e justiça na atribuição dessas honrarias. Destacaram, ainda, a importância da Proposta na preservação da integridade e do valor simbólico dos Títulos Honorários. Todas as pessoas ouvidas sublinharam que a Câmara Municipal de Guanambi deu um importante passo na direção de coibir o que muitos chamaram de “farra de homenagens”, além estabelecer critérios rigorosos para a concessão dos Títulos Honorários, sugerindo que a medida seja ampliada e possa, também, ser aplicada quando da denominação de Bairros, Praças, Vias, Equipamentos e Logradouros Públicos.
A expectativa é que a nova regulamentação inspire maior responsabilidade e reconhecimento verdadeiro às figuras que contribuem de forma significativa para o desenvolvimento econômico, cultural e social do município. E que sirva de modelo para os Legislativos Municipais da região.
