O Plano Municipal de Saúde (PMS) tem uma vigência de quatro anos e deve ser elaborado no primeiro ano de mandato do prefeito, conforme orientações do Ministério da Saúde. Ou seja, os gestores municipais devem estar atentos à elaboração e à aprovação do PMS em 2025, reforça a Confederação Nacional de Municípios (CNM), em nota.
O documento orienta as políticas de Saúde locais e é uma ferramenta fundamental para garantir melhorias na Saúde Pública e atender às necessidades dos moradores. Segundo a CNM, os municípios enfrentam forte pressão por investimentos em áreas como Educação, Assistência Social e Infraestrutura, o que acirra a disputa orçamentária.
Mesmo que a Saúde seja prioridade legal, existe a limitação de recursos que impõe decisões mais delicadas. Considerando tal cenário, a CNM orienta que os PMS sejam realistas, flexíveis e construídos com a participação das comunidades.
“O envolvimento da comunidade e dos profissionais de Saúde é essencial para definir prioridades e buscar soluções viáveis, mesmo em tempos de crise”, diz um trecho na nota da CNM.
A Lei Complementar 141/2012 e a Resolução 453/2012 do Conselho Nacional de Saúde não definem prazo fixo. A recomendação, conforme a CNM, é de que o PMS seja aprovado pelo Conselho Municipal de Saúde (CMS) ainda no primeiro ano de mandato, antes do início da sua vigência e da elaboração da primeira Programação Anual de Saúde (PAS) – apresentada até o final de março e que detalha as metas anuais e subsidia a Lei Orçamentária Anual (LOA).
“A CNM reitera que é crucial que a gestão municipal estabeleça um fluxo de trabalho que permita o envio do PMS ao Conselho Municipal de Saúde em tempo hábil para sua análise e aprovação, garantindo o planejamento adequado das ações de Saúde no município”, destaca a Confederação.
Elaboração e aprovação
A Secretaria Municipal de Saúde elabora o PMS com participação social. E o Plano deve ser aprovado pelo Conselho Municipal de Saúde antes da sua implementação.
A Resolução 453/2012 do Conselho Nacional de Saúde (CNS), que dispõe sobre as diretrizes para o funcionamento dos Conselhos de Saúde, estabelece que é competência do Conselho Municipal de Saúde analisar e aprovar o Plano de Saúde.
O Plano Municipal de Saúde deve explicitar os compromissos do Governo para o setor Saúde. Além disso, a partir da análise situacional, deve refletir as necessidades de Saúde da população e as peculiaridades próprias de cada esfera.
A análise situacional pode ser realizada a partir de um levantamento de dados sobre indicadores de Saúde, infraestrutura, além do Perfil Epidemiológico e avaliação dos serviços existentes, de acordo com informações da Secretaria de Estado da Saúde de Santa Catarina.
