A Fundação Oswaldo Cruz (Fiocruz) lançou nesta segunda-feira (10) o Observatório do Sistema Único de Saúde (SUS), um espaço dedicado à discussão de soluções para o sistema público de saúde do Brasil. O objetivo é envolver acadêmicos, gestores públicos, representantes de movimentos sociais, trabalhadores e usuários do SUS para abordar tanto problemas crônicos quanto novos desafios. As atividades poderão ser realizadas presencialmente e remotamente.
O observatório, vinculado à Escola Nacional de Saúde Pública Sergio Arouca (Ensp/Fiocruz), foi inspirado em outros observatórios criados na área da saúde, incluindo o Observatório Covid-19 da própria Fiocruz, que produziu monitoramentos e propostas relevantes durante a pandemia, como o acompanhamento semanal da ocupação de leitos de terapia intensiva.
O primeiro seminário realizado pelo observatório, em parceria com a Associação Brasileira de Saúde Coletiva (Abrasco), será sobre o Financiamento do SUS e acontecerá em 1º de setembro, segundo o vice-diretor da Escola de Governo em Saúde da Ensp/Fiocruz, Eduardo Melo. Ele destacou a expectativa de analisar a questão do subfinanciamento crônico do SUS e propor soluções.
O observatório servirá como um espaço de encontro para diferentes perspectivas sobre o SUS, permitindo uma visão abrangente dos temas abordados, de acordo com Melo.
No evento de lançamento, Valcler Rangel, assessor especial da Saúde dos Territórios Vulneráveis no Ministério da Saúde, ressaltou que o SUS é a maior ferramenta de defesa da vida no país e que os debates sobre o sistema envolvem questões econômicas, políticas, interseccionais, além da crise climática e da inclusão das populações e seus territórios. Ele enfatizou que o observatório também deve enfrentar os desafios diários para proteger o SUS da destruição e ameaças, como a privatização e a terceirização.
Além da apresentação da proposta, a Ensp/Fiocruz promoveu uma conferência inaugural com o médico sanitarista Gastão Wagner de Sousa Campos, que questionou se o SUS está sob ameaça ou diante de uma janela de oportunidade. Ele apontou que ambas as situações estão ocorrendo simultaneamente, citando as ameaças políticas e a importância da nomeação de uma ministra que defenda os princípios do SUS. Campos ressaltou a necessidade de dobrar a cobertura da atenção primária nos próximos anos e a importância de políticas como o Mais Médicos para alcançar esse objetivo. Ele destacou que a atenção primária é fundamental para todos, não apenas para os mais vulneráveis.
