ANTÔNIO NOVAIS TORRES
José Clemente Alves Gondim, nasceu em Ituaçu no dia 7 de abril de 1943, filho de Antonio Pedreira Gondim e Orminda Rocha Gondim.
Viveu sua infância na cidade natal. Em 1953, estudou o primário na escola Joaquim Manoel Rodrigues Lima, em Ituaçu. Em 1967 o secundário no Ginásio de Ituaçu e concluiu no Colégio Estadual da Bahia – Central, em Salvador. Formou-se em Medicina pela Universidade Federal da Bahia – UFBA, turma de 1978 e se especializou em Oftalmologia no Hospital das Clínicas em Salvador.
Atividades profissionais: trabalhou em diversas empresas: 1967 – Varig no Aeroporto 2 de julho; 1968 – Philips do Brasil em Salvador; 1971 – Elevadores Otis S.A; 05/7/2013 – proprietário da Clínica Oftalmológica em Brumado, e atendimento nas cidades de livramento e Ituaçu; 1984-1988 – Auditor médico do Instituto Nacional de Assistência médica da Previdência Social – INAMPS; Chefe do serviço médico da 18ª Circunscrição Regional de Trânsito – CIRETRAN; gerente em Brumado do escritório da Companhia de Desenvolvimento e Ação Regional – CAR; 1999 até out 2000 – coordenador da Secretaria de Indústria e Comércio e Mineração.
Em Brumado desde 1980, fez várias amizades. Em 1986, fundou o Partido dos Trabalhadores do Brasil – PTB, com os amigos Bráulio Bonfim, Érico Amorim, Rubem Amorim, Zelito Caetano Moreira e apoiaram o deputado federal Benito Gama, natural de Ituaçu.
Candidatou-se pelo PFL, na eleição de 1992 para prefeito de Brumado, sendo seu vice-prefeito Libânio da Silva Milhazes, mas não se elegeram.
Zé Clemente foi suplente de deputado estadual do PFL na legislatura de 1995-1999 em substituição à deputada Maria Luiza Láudano, PTB, que assumiu a prefeitura de Pojuca. Efetivou-se como titular em janeiro de 1997. Na legislatura de 1999-2003, foi suplente do PFL em substituição ao deputado Antonio Honorato que foi para o TCE, efetivou-se em outubro de 2000.
Na eleição de 2004, José Clemente (PSD), foi vice-prefeito na chapa de Geraldo Leite Azevedo (PMDB), sem êxito eleitoral.
Na Assembleia Legislativa da Bahia – ALBA, foi vice-presidente da Comissão de Desenvolvimento Econômico e Turismo (1997-1998); titular das Comissões de Saúde e Saneamento (1997-1998) e fev./out. 2001); Defesa do Consumidor (1997-1998); Seca e Recursos Hídricos e da Irrigação (1997-1998). Suplente das Comissões: Fiscalização e Controle (1997-1998); Especial de Defesa dos Direitos da Mulher (1997-1998); Minas, Energia, Ciência e Tecnologia (2001); Especial de Relações do Trabalho e Emprego (2002-2002).
Filiação Partidária: PTB (1986-2000), foi presidente do partido no período de 1995-1996; PPB (2002-2001); PSDB (2001-2008).
José Clemente foi internado na UTI, em Vitória da Conquista, vítima da COVID-19, e faleceu aos 77 anos de idade, em 08 de novembro de 2020, fato que causou grande comoção em Brumado, cidade onde fez várias amizades com políticos locais, amigos e eleitores. Médico oftalmologista, profissional conceituado e de muita competência, a família recebeu manifestação de pesar e solidariedade da população brumadense, que tinha muito respeito e consideração pela sua pessoa. O falecimento da esposa, também vítima da COVID-19, ocorreu em 15/10/2020. Mortes inesperadas que surpreenderam os amigos e familiares.
Comenta-se que ele e a esposa, vítimas da COVID-19, contraíram a doença, por terem participado da campanha eleitoral em pleno período da pandemia.
Devido a pandemia não houve velório. O sepultamento foi realizado na cidade de Ituaçu, no jazigo da família, restrito aos familiares.
A Assembleia Legislativa da Bahia – ALBA, decretou três dias de luto pelo seu falecimento.
O Sindicato dos Médicos de São Paulo – Simesp, criou um memorial em homenagem aos médicos que faleceram lutando contra a Covid-19 (coronavírus) em todo o mundo. Trinta e oito médicos baianos faleceram vítimas do COVID-19, dentre eles, em Brumado, Juracy Pires Gomes falecido em 3 de setembro de 2020 e José Clemente Alves Gondim falecido em 08 de novembro de 2020 e Sizóstenes Lívio Cunha de Almeida, falecido em 26/01/2021.

José Clemente fez um trabalho social importante na área da saúde, e na política, desenvolveu ações em prol do desenvolvimento e progresso da cidade de Brumado.
