Tem novidade chegando sobre o novo ciclo da Política Nacional Aldir Blanc de Fomento à Cultura. A nova fase traz mudança nas regras de adesão e aplicação dos recursos. E isso foi definido com mobilização do Ministério da Cultura e com a participação das entidades representativas.
O coordenador do Comitê Gestor da Aldir Blanc e atual secretário-executivo-adjunto do Minc, Cassius Rosa, explica qual é a principal mudança: “Quando foi criada, a lei estabeleceu um estoque de R$ 15 bilhões, a serem distribuídos em cinco anos para os entes. Esse recurso é dividido em 50% para os estados e 50% para os municípios, tendo como regra a distribuição. A grande alteração que a lei traz para esse próximo ciclo, a grande mudança, é o estabelecimento de um piso mínimo de execução para os entes. Todo ente, seja estado ou município, para poder receber a nova parcela, precisará executar pelo menos 60% do recurso já recebido.”
Estado e município que aderir à política utilizando o dinheiro repassado pelo governo federal, por meio do MinC, vai investir em cultura para toda a população. Os recursos podem ser aplicados de várias formas, como afirma o secretário:
“Vai desde construção, reforma e restauro de equipamentos culturais até o fomento direto à atuação dos agentes culturais lá na ponta, tendo como um eixo que a gente atue principalmente nos territórios periféricos e com cotas de atuação para ações também de políticas afirmativas”, explica Cassius Rosa.
O Ministério da Cultura informa que segue empenhado na nacionalização dos recursos. De acordo com secretário, isso já pôde ser constatado com os resultados positivos do primeiro ciclo da Aldir Blanc: “O que demonstra que os recursos estão de fato sendo aplicados é o próprio primeiro ciclo da lei Aldir Blanc. Nós temos, hoje, já mais da metade dos municípios com mais de 80% dos recursos executados.”
Novas regras
Confira os novos critérios estabelecidos para que os entes federativos tenham direito à segunda parcela da política:
- Solicitar a adesão na plataforma TransfereGov, por meio do envio do Plano de Ação – esse é o primeiro passo para demonstrar o interesse em receber os recursos da Aldir Blanc.
- Uma vez que o plano de ação foi aprovado, assinar e enviar o Termo de Adesão na TransfereGov, se comprometendo a destinar recursos próprios para a área da cultura.
- Elaborar o Plano de Aplicação dos Recursos (PAR), com participação social, e cadastrá-lo na plataforma do MinC.
- Ter executado pelo menos 60% dos recursos recebidos no ciclo anterior – para este segundo ciclo, a aferição será realizada no dia 1 de julho de 2025.
